Eligibility & Submission
Firms must hold a state-level Engineering Firm License or Certificate of Authorization (COA) to practice A&E, in addition to individual Professional Engineer (PE) licenses, and have the capacity to perform CI in all 14 states.
Submissions must include Standard Form 330 (SF 330) Parts I and II and a written response to the evaluation factors (RFQ Attachment A), submitted as a single, integrated qualifications package. The submission is limited to 50 pages, excluding cover letters, tab dividers, amendments, back covers, appendix materials (maps, graphs, charts), and actual CPARS reports or equivalent performance documentation for up to ten projects. Acknowledge amendments by including only the signed first page of SF 30.
Evaluation Process
The acquisition follows a two-phase evaluation. Phase I involves a qualifications review and shortlisting based on:
