• Page Limits: Documentation submitted to identify contracts (e.g., CPARS reports) will not count towards the 50-page limit for written narrative responses (up to ten projects). However, the actual CPARS reports themselves will not count towards the limit.

This Q&A document clarifies submission requirements, particularly regarding licensing, the structure of the qualifications package (SF-330 and narrative responses), and page limit inclusions. Bidders should ensure their submissions align with these clarifications.

Amendment / Modification

This document, Amendment A001, modifies the original solicitation (RFQ #6982AF25R000016) by replacing the original RFQ with an attached RFQ. The effective date of this amendment is April 15, 2026.

Solicitation / RFP / RFQ

This Request for Qualifications (RFQ) is for non-personal construction inspection services for road and bridge projects administered by the Federal Highway Administration's Central Federal Lands Highway Division (CFLHD). The CFLHD procures these services for various Federal Land Management Agencies (FLMAs) and other entities across 14 states. The goal is to procure multiple-award Indefinite Delivery-Indefinite Quantity (IDIQ) contracts to ensure adequate oversight of ongoing and future projects. The acquisition is being conducted as an unrestricted competitive acquisition, with at least one award reserved for a Small Business Concern.

Firms will provide comprehensive oversight and quality assurance for highway, road, and bridge projects. Key responsibilities include:

• Evaluation Process: Two-phase process. Phase I involves a qualifications review and shortlisting. Phase II involves an oral presentation for shortlisted firms, followed by a Request for Proposal (RFP) for the top five ranked firms to submit cost proposals.

• Evaluation Factors: Capacity to Accomplish the Work, Personnel Qualifications - Specialized Experience and Technical Competence, and Past Performance.

• Firms must hold a valid license to practice architecture and engineering (A&E) in at least one state within CFLHD's geographic region.

• Firms must have the capacity to perform Construction Inspection (CI) in all fourteen (14) states served by CFLHD.

• Full and Open Competition with a single reserve for one (1) small business concern, if qualified.
