Scope of Work
Firms will provide comprehensive oversight and quality assurance for highway, road, and bridge projects, primarily involving improvements to low-volume and low-speed roadways (3R to full reconstruction). Contract Details

Eligibility & Submission Requirements
- Licensing: Firms must hold a state-level Engineering Firm License or Certificate of Authorization (COA) to practice A&E services in at least one state served by CFLHD, in addition to individual Professional Engineer (PE) licenses. Firms must specify the license and state of issuance.
- Capacity: Firms must have the capacity to perform CI in all fourteen (14) states served by CFLHD.
- Submission: Electronic via email to CFLContracts@dot.gov.
- Required Documents: Standard Form 330 (SF 330) Architect-Engineer Qualifications (Parts I and II) and a written response to the evaluation factors (RFQ Attachment A). Written responses should supplement the SF 330 as a single, integrated qualifications package.
- Page Limit: 50 pages for the submission. Documentation identifying contracts (e.g., CPARS reports) will not count, but SF 330 Part II and all portions of prime and subcontractor SF 330 Part IIs are included.
- Amendments: Bidders must acknowledge receipt of Amendment A001, which replaced the original RFQ.
