Scope of Work
The CMc will provide advisory services during the design phase (constructability, phasing, cost reconciliation, risk assessments) and act as the general contractor during construction. The project requires adherence to GSA Design Excellence, Operational Excellence, 2025 PBS Core Building Standards, and CBP's Program of Requirements (POR). Submission & Evaluation
Proposals are due March 25, 2026, by 2:00 PM local time, submitted electronically via email. A pre-proposal conference and site visit occurred on October 21, 2025, requiring pre-registration and a CBP Short Term Contractor Information Sheet. Evaluation factors, with non-price factors significantly more important than total evaluated price, include: Experience (30%), Management and Technical Approach (25%), Key Personnel Qualifications (20%), Past Performance (20%), and Small Business Socio-Economic Status (5%). A bid guarantee (SF-24) is required 90 days prior to the GMP Option exercise (20% of bid or $3M, whichever is less), with performance and payment bonds due within 14 days of GMP exercise.
