This is a solicitation for commercially available services, specifically for power pole cross-arm replacement at the Defense Supply Center Richmond (DSCR). The government is procuring these services to ensure the continued safety and reliability of the electrical distribution system by replacing aged and deteriorated crossarms and hardware.

• Replacement of cross-arms, including cutouts and lightning arresters on specific power poles (607, 608, 609, 610, 611, 612, 613, 616, 617, 618, and 621).

• Removal of existing crossarms, insulators, bolts, and associated hardware.

• Installation of new crossarms, insulators, and necessary hardware according to industry standards and manufacturer specifications.

• Removal of all old materials and debris from the worksite.

• Conduct a thorough on-site assessment of each designated power pole.

• Contractor must own, possess, or otherwise control a bona fide place of business within 125 miles of DSCR, with at least one full-time employee.

• Contract Type: Firm-fixed-price award.

• Period of Performance: 180 days from notice to proceed.

• Estimated Magnitude: Between $25,000.00 and $100,000.00.

• Evaluation Criteria: Lowest Priced Technically Acceptable (LPTA) offeror.

• Proposal Requirements: Project narrative, plan of accomplishment, list of definable features of work, projected timeline, previous relevant project experience (minimum 5 projects in the last 5 years), award amounts, project descriptions, and POC information.

• Site Visit: Mandatory site visit scheduled for April 7, 2026, at 10:30 AM. Interested parties must be vetted through security at least 5 business days prior.

• Questions Deadline: April 13, 2026. Answers will be posted on SAM.gov.

• This acquisition is set aside 100% for small business.

• Small Business Size Standard: $19M.

• Contractor must have 5 years of high voltage experience.

• Wage Determination 2015-4313 (Revision 31) applies, based on Chesterfield County, VA.

• Partial proposals will not be accepted.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace aged and deteriorated crossarms and hardware on existing power poles to ensure the continued safety and reliability of the electrical distribution system and prevent potential failures that could lead to power outages.

• Replace cross-arms, including cutouts and lightning arresters, on specific power poles (607, 608, 609, 610, 611, 612, 613, 616, 617, 618, and 621) located on South Second Street and G Road.

• Conduct on-site assessments of each designated power pole to verify scope, identify hazards, and confirm materials.

• Remove existing crossarms, insulators, bolts, and associated hardware.

• Install new crossarms, insulators, and necessary hardware according to industry standards and manufacturer specifications.

• Remove all old materials, debris, and equipment from the worksite, leaving the area clean and orderly.

• Conduct a final inspection with the project manager.

• Work must be completed to the satisfaction of the project manager.

• Completion within 180 days after notice to proceed.

• Place of performance: Defense Supply Center Richmond (DSCR), 6090 Strathmore Rd., Richmond, VA 23237.

• Contractor must have 5 years of high voltage experience.

• Contractor must provide a project narrative, list of definable features of work, projected timeline, previous relevant project experience (minimum 5 projects in the last 5 years), award amounts, project descriptions, POC information, and contract number/unique identifier with their proposal.

• Contractor must have an onsite Quality Control System Manager.

• Adherence to The Buy American Act.

• Compliance with all applicable federal, state, and local safety and environmental regulations.

• Specific requirements for submittals, pre-construction meetings, daily reports, construction schedules, equipment data sheets, warranties, and utility marking requests.

• Security requirements including NACI background checks for personnel accessing DSCR.

• Adherence to COVID-19 requirements as applicable.

• Compliance with environmental laws and regulations, including green procurement guidelines and stormwater discharge requirements.

• Construction & Demolition Waste Management reporting is required.
