Scope of Work

This includes conducting on-site assessments, removing existing components, installing new crossarms, insulators, and hardware per industry standards, and removing all debris. A final inspection with the project manager is required.
Contract Details
This will result in a Firm Fixed-Price (FFP) contract. The period of performance is 180 days from the notice to proceed. The estimated magnitude is between $25,000.00 and $100,000.00. The North American Industry Classification System (NAICS) Code is 238210 with a small business size standard of $19M. Department of Labor Wage Determination Number 2015-4313 Revision 31 applies.
Eligibility & Requirements
This acquisition is a Total Small Business Set-Aside. Contractors must be registered in SAM.gov at the time of quote submission. Bidders must have 5 years of high voltage experience and own or control a bona fide place of business within 125 miles of Defense Supply Center Richmond. An onsite Quality Control System Manager is required, along with adherence to the Buy American Act, safety, environmental, and security regulations (including NACI background checks for personnel).
Submission & Evaluation
Proposals must be submitted via email to the Contract Specialist. Evaluation will be based on the Lowest Priced Technically Acceptable (LPTA) methodology. Partial proposals will not be accepted. Required proposal content includes a project narrative, projected timeline, list of definable features of work, previous relevant project experience (minimum 5 projects within the last 5 years), award amounts, project descriptions, and POC information.
