Statement of Work (SOW)

To manage the total work effort associated with pest control services for the prevention of rodents, insects, and other vermin within and outside the Crow Service Unit, Pryor Clinic, and Lodge Grass Clinic facilities.

• Manage pest control services including habitat/facility modification, biological/genetic/cultural control, mechanical/physical control, and judicious use of least hazardous pesticides.

• Plan and schedule work to ensure material, labor, and equipment are available.

• Schedule work to minimize interference with government business and mission.

• Service specific departments including Crow Hospital Kitchen, Entrance Areas (including garage bays), and Maintenance Department. Additional departments may be added based on seasonal needs.

• Spray the 2nd floor perimeter to combat ants, cockroaches, ground beetles, springtails, silverfish, crickets, centipedes, millipedes, sowbugs, pillbugs, box elder bugs, bed bugs, and earwigs, a minimum of two times per year.

• Provide insect lights with fly traps monthly and bulb replacements annually for specified locations.

• Furnish emergency bed bug inspection and treatment services with an on-site response time not to exceed eight (8) hours from the time of request.

• All work must meet specified standards and conform to approved industry standards, as well as applicable activity, local, state, and federal standards.

• Vendor must provide written documentation for emergency bed bug treatments within twenty-four (24) hours of service completion.

• Vendor must submit a Service Report to the COR within a week of services.

• Period of Performance: Base Year (01/01/2026 to 12/31/2026) with four (4) option years through 12/31/2030.

• Place of Performance: Crow Service Unit (Crow Agency, MT), Pryor Health Clinic (Pryor, MT), and Lodge Grass Clinic (Lodge Grass, MT).

• Vendor is responsible for obtaining access to buildings and facilities through the Contracting Officer or COR.

• Vendor must obtain all necessary appointments, licenses, and permits at their own expense.

• Compliance with Federal Pesticide Regulations, Privacy Act, HIPAA, and CFR 42 Part 2 is required.

• Indemnification and governing law provisions are specified, with liability determined under the Federal Tort Claims Act or other governing federal authority. The laws of the United States of America govern, with Montana state law applying in the absence of applicable federal law.
