Sources Sought Notice

The U.S. Department of Veteran Affairs (VA) is seeking information from industry sources capable of providing facility maintenance services for the Capital Region Readiness Center (CRRC). This notice is for market research and acquisition planning purposes; it is not a solicitation for quotes or proposals.

The CRRC is a 24/7/365 operation requiring comprehensive maintenance. The contractor will be responsible for providing all labor, supplies, personnel, equipment, tools, materials, supervision, and services necessary for the monitoring, maintenance, and repair of building components, structures, emergency electrical power systems, and associated diesel fuel storage plant and fuel delivery/transfer components. Maintenance must adhere to manufacturer recommendations.

Interested parties capable of providing these services should submit the following:

A. Cover Sheet:

• Organization name, address, SAM Unique Entity Identifier (UEI), and website.
• Primary point of contact (email and phone).
• Company's size status in SAM under NAICS code 561210 (Facilities Support Services), and verification as SDVOSB or VOSB if applicable.
• Information on existing GSA or NASA SEWP contracts if services are available.

B. Capabilities Statement and Market Information: Respond to 12 specific questions covering:

• Ability to comply with VAAR Clause 852.219-75 if it were an SDVOSB set-aside.

• Small business classification under NAICS 561210.

• Key questions for a future PWS.

• Experience with government agencies and proposal submission processes.

• Interest in providing a proposal.

• Experience with mission-critical infrastructure systems.

• Certified personnel for systems like HVAC, fire alarms, generators, and SCADA/MBS.

• Management of preventive and corrective maintenance.

• Compliance with VA cybersecurity policies and remote access.

• Information needed for a firm-fixed-price or BPA proposal.
