Scope of Work
The contractor will provide all management, labor, supervision, parts, materials, tools, equipment, supplies, and transportation for the annual inspection, testing, and repair of nine (9) AGSTs. Key requirements include:
- Performing annual inspections and mandatory tightness/leak monitor tests.
- Preparing and submitting all State-required forms, permits, approvals, and notifications to NHDES.
- Ensuring compliance with safety regulations, including EM 385-1-1, Accident Prevention Plan (APP), Accident Hazard Analysis (AHA), and confined space entry.
- Establishing a quality control program.
- Conducting a minimum of two site visits per contract year.
- Providing a digital annual report detailing contract activity, testing results, and deficiency corrections.

- Evaluation: Award will be based on a "Best Value Trade-off" process. Technical Capability (Operations Plan) and Past Performance are of equal importance and, combined, are significantly more important than Price. Technical will be rated adjectivally, and Past Performance will be evaluated for recency (within 5 years) and relevancy, with confidence ratings.
