  • Preparing and submitting all State-required forms, permits, approvals, and notifications to NHDES.
  • Ensuring compliance with safety regulations, including EM 385-1-1, Accident Prevention Plan (APP), Accident Hazard Analysis (AHA), and confined space entry.
  • Establishing a quality control program.
  • Conducting a minimum of two site visits per contract year.
  • Providing a digital annual report detailing contract activity, testing results, and deficiency corrections.

  • Structure: Proposals require a Technical Volume (Volume I) and a Price Volume (Volume II). Volume I is limited to 60 pages and covers Operations Plan, Key Personnel, and Past Performance. Volume II includes SF 1449 and a Pricing Schedule.
  • Evaluation: Award will be based on a "Best Value Trade-off" process. Technical Capability (Operations Plan) and Past Performance are of equal importance and, combined, are significantly more important than Price. Technical will be rated adjectivally, and Past Performance will be evaluated for recency (within 5 years) and relevancy, with confidence ratings.

Amendments & Notes

The latest amendment (0002) extended the proposal due date to March 5, 2026, and revised the Performance Work Statement (PWS), Section L (Instructions to Offerors), and Section M (Evaluation Factors).
