Evaluation Factors

Award will be made using a Best Value Trade-off approach. Proposals will be evaluated on three factors:

  • Factor 1: Technical Capability (Volume 1): Operations Plan detailing approach and methodology. Rated using adjectival assessments.
  • Factor 2: Past Performance (Volume 2): Demonstration of acceptable past performance on similar contracts within the last five years.
  • Factor 3: Price (Volume 3): Completed SF 1449 and Pricing Schedule, based on a fixed margin cost per gallon.

Technical Capability and Past Performance are of equal importance and, when combined, are significantly more important than Price. Proposals must achieve an "Acceptable" or higher technical rating.

Submissions must be in three volumes: Volume 1 (Technical, limited to 60 pages total for Operations Plan, Key Personnel, and Past Performance), Volume 2 (Past Performance), and Volume 3 (Pricing Schedule - SF 1449). No pricing information should be included in Volume 1. Offerors must be actively registered in SAM with no active exclusions and complete representations and certifications.

Special Requirements

Personnel must be U.S. citizens, complete security vetting, and adhere to CRREL security and safety regulations, including an approved Accident Prevention Plan (APP).
