Proposal Requirements

Proposals must be submitted in three volumes:

  • Volume I (Technical Capability): Includes an Operations Plan and Key Personnel information, limited to 60 pages (20 pages each for Operations Plan, Key Personnel, and Past Performance). No pricing information is permitted in this volume.
  • Volume II (Past Performance): Offerors must demonstrate acceptable past performance using CPARs or Past Performance Questionnaires (PPQs).
  • Volume III (Price): Consists of a completed Standard Form 1449 and the Pricing Schedule.

Evaluation Factors

Award will be made using Best Value Trade-off procedures (FAR Part 15). Technical Capability and Past Performance are considered equal in importance and are significantly more important than Price. A minimum technical rating of 'Acceptable' is required for consideration.
