Scope of Work
The contractor will provide automatic, recurring propane delivery to seven (7) tanks at the CRREL facility. This includes three (3) Government-owned underground tanks and four (4) vendor-provided above-ground tanks, with the cost of vendor-provided tanks to be included in the per-gallon price. The vendor is responsible for monitoring tank levels and auto-filling to prevent tanks from running dry. If a tank runs dry, the vendor must refill and restart associated equipment at no cost to the Government. Estimated quantities for the base year are up to 20,000 gallons, with an option for an additional 7,000 gallons; option years will have similar quantities. Pricing will be based on a fixed margin cost per gallon added to the Selkirk Wholesale Propane terminal cost on the day of delivery.

Submission & Evaluation
Proposals must be submitted electronically via email to ethel.d.grant@usace.army.mil with the subject "CRREL Propane Delivery Services" by March 4, 2026, NLT 1200 EST. Questions must be submitted via email at least ten (10) calendar days prior to the due date.
Proposals require three volumes:
- Volume 1 (Technical Capability): Operations Plan, Key Personnel, and Past Performance (60-page limit, 20 pages per section; no pricing).
- Volume 2 (Past Performance): CPARs or a completed Past Performance Questionnaire (Attachment 01).
- Volume 3 (Price): Standard Form 1449 and Pricing Schedule (Attachment 02).
Award will be made using Best Value Trade-off procedures (FAR Part 15). Technical Capability and Past Performance are of equal importance and, combined, are significantly more important than Price. A minimum 'Acceptable' technical rating is required. Offerors must have an active SAM registration and complete representations and certifications.
Special Requirements
Contractor personnel must be U.S. citizens, obtain security badges, and undergo background checks (NCIC-III, TSDB). Compliance with DoD/Army security training, E-Verify (FAR 52.222-54), and safety regulations (EM 385-1-1, OSHA) is mandatory. An Accident Prevention Plan (APP) must be approved, and a mandatory post-award orientation is required.
