This amendment does not extend the deadline for offer receipt. Bidders must acknowledge receipt of this amendment. Failure to do so may result in offer rejection. Bidders may amend their offers if desired, provided the amendment is received before the specified opening hour and date.

Solicitation / RFP / RFQ

This solicitation is for curtain cleaning services for the U.S. Embassy in Paris. The government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

• Curtain cleaning services, including removal of curtains from premises, cleaning in workshop, and re-installation.

• Services include measuring, providing quotes within 72 hours, removing/re-installing curtains, dust removal, pre-wash, anti-stain treatment, minor sewing repairs, consolidation of headings, press ironing, and on-site finishing.

• Venetian blind cleaning services are also required, including measuring, quoting, removal/re-installation, dust removal, general cleaning, and checking/replacing parts.

• Contractor must provide necessary personnel, equipment, and financial resources.

• A strategic plan for curtain cleaning services is required, including a work plan, equipment/materials identification, quality assurance plan, and insurance details.

• Subcontracting plan is required if subcontractors are used.

• Contract Type: Firm-fixed-price IDIQ (Indefinite Delivery Indefinite Quantity).

• Period of Performance: One base year with two (2) option years.

• Base Year: February 15, 2026, to February 14, 2027.

• Option Year One: February 15, 2027, to February 14, 2028.

• Option Year Two: February 15, 2028, to February 14, 2029.

• Contract Minimum: €250.00 incl. VAT per year.

• Contract Maximum: €150,000.00 incl. VAT per year.

• Payment will be in Euros.

• Proposals must be submitted electronically to ParisContracting@state.gov in MS-Word, MS-Excel, or Adobe Acrobat (PDF) format, not exceeding 30MB per file.

• Quotations are due by February 4, 2026, no later than 18:00 (French time).

• Evaluation will be based on the lowest priced, technically acceptable offer from a responsible contractor.

• Evaluation factors include Compliance Review, Technical Acceptability, Price Evaluation, and Responsibility Determination.

• A pre-quotation conference will be held on January 27, 2026, at 10:00 (French time) at the U.S. Embassy Paris.

• Offerors must be registered in the SAM (System for Award Management) database.

• No specific set-aside is mentioned.

• Proposals must be in English.

• Incomplete proposals will not be accepted.

• Offerors must complete and submit SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), and additional information as required in Section 3.
