Quick Summary

The Department of Veterans Affairs (VA) is conducting market research through a Request for Information (RFI) for Telehealth, Scheduling, & Mobile Platform Services (TSMPS). This RFI, identified as VA-26-00049589, seeks to identify qualified firms capable of providing comprehensive engineering, operation, security, maintenance, and support for the VA's critical cloud-hosted platform. Responses are due April 17, 2026, at 11 AM EST.

Purpose & Scope

This RFI is for planning purposes only and does not constitute a solicitation. The VA aims to gather information on industry capabilities to support the Telehealth, Scheduling, and Mobile Platform (TSMP), which is a cloud-hosted environment (AWS GovCloud) supporting over 300 applications. The scope includes program/project management, architecture, engineering, maintenance, platform/application monitoring, incident management, DevSecOps, Site Reliability Engineering (SRE), Risk Management Framework (RMF), security, Authority to Operate (ATO) sustainment, and software license management. The platform requires 99.995% incident-free availability for mission-critical applications and must support up to 20% annual growth.

Key Information Requested

Respondents are asked to provide detailed information on their experience and capabilities, including:

  • Platform sustainment, DevSecOps, SRE, and cloud engineering in secure/government environments.
  • Supporting containerized workloads in Kubernetes (EKS or similar) within AWS GovCloud, including user numbers and service requests.
  • Supporting large-scale platforms and shared enterprise services.
  • Implementing DevSecOps and automated CI/CD workflows in government environments.
  • Best practices for multi-region cloud architectures in AWS GovCloud.
  • Approaches to managing platform reliability, uptime, and incident response.
  • Supporting RMF processes and ATO sustainment for cloud platforms.
  • Typical staffing, labor categories, and estimated labor rates for expert-level roles (Program/Project Management, Architecture, Engineering, Maintenance, Monitoring, Incident Management, DevSecOps/SRE, RMF/Cybersecurity).
  • Feedback on the sufficiency of the draft Performance Work Statement (PWS) and recommendations for improvement.
  • Intent and ability to meet the VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING requirement, which applies to VIP-listed Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs).

Submission Details

  • Page Limit: 15 pages (no marketing materials or generic capability statements).
  • Due Date: April 17, 2026, at 11 AM EST.
  • Submission Method: Email to Sarah MacArthur (sarah.macarthur@va.gov) and Matthew Newell (Matthew.Newell@va.gov).
  • Subject Line: "Telehealth, Scheduling, & Mobile Platform Services (TSMPS)"
  • File Size Limit: 5 MB per email.
  • Marking: Mark responses as "Proprietary Information" if business sensitive.

Important Notes

This RFI is for planning purposes only; it is not a solicitation, and the Government is not obligated to acquire any products or services. No payment will be made for RFI responses. The NAICS code for this requirement is 541512 with a size standard of $30 million. The anticipated contract structure, as outlined in the draft PWS, includes a 12-month base period with four 12-month option periods, not to exceed 57 months total. Appendices A and B provide details on TSMPS platform components and performance milestones, respectively.
