Performance Work Statement (PWS)

To provide engineering, operation, security, maintenance, and support for the Department of Veterans Affairs' (VA) Telehealth, Scheduling, and Mobile Platform (TSMP). This platform is critical for delivering high-quality IT services supporting healthcare for Veterans.

The contractor will provide services and expertise to operate and maintain the TSMP, a cloud-hosted environment (AWS GovCloud) supporting over 300 applications and services. Key areas of responsibility include:

• Program and Project Management

• Architecture, Engineering, and Maintenance

• Platform and Application Monitoring

• Incident Management

• DevSecOps and Site Reliability Engineering

• Risk Management Framework, Security, and Authority to Operate (ATO)

• Software License Management The platform must maintain 99.995% incident-free availability for mission-critical applications. The contractor shall support an anticipated annual growth rate of up to 20% without additional cost.

• Specific metrics for pod evictions, node remediation, resource utilization, database availability, and logging/monitoring integration.

• Strict adherence to cybersecurity, privacy, and data protection requirements, including HIPAA.

• Key Personnel positions are defined (TSMP Program Manager, Maintenance Technical Director, Monitoring & Incident Management Manager, DevSecOps & SRE Technical Director, RMF/Security/ATO Manager, Senior Architect).

• Optional tasks for surge support in various areas and transition-out support are included.
