Statement of Work (SOW) / Performance Work Statement (PWS)

To procure weekly deliveries of egg products to the Federal Bureau of Prisons, FCI Morgantown, West Virginia.

• Provide Kosher Skim Milk (34,998 EA, weekly delivery).

• Provide Cottage Cheese (48 CT, as needed).

• Provide Sour Cream (39 CT, as needed).

• All dairy products must have an expiration date of at least ten days after delivery.

• Vendor must replace unacceptable expiration dates, product shortages, or substandard quality within 24 hours.

• The contract will be an indefinite delivery/requirements contract; quantities listed are estimates.

• Contract Period: April 7, 2026, to June 30, 2026.

• Place of Performance: Federal Correctional Institution, 446 Greenbag Road, Morgantown, WV 26501.

• Deliveries will be weekly, preferably on Tuesdays, in amounts determined by the Food Service Administrator.

• Orders will be placed the prior week or as mutually agreed upon.

• Contractor must adhere to all Federal Bureau of Prisons regulations for safety, custody, and conduct.

Solicitation / RFP / RFQ

This solicitation is for the procurement of dairy products for FCI Morgantown for the 3rd Quarter of Fiscal Year 2026. The government intends to make a single award on an all-or-none basis.

• Item 0001: Dairy Products Requirements (General)

• Item 0002: Kosher Skim Milk, 1/2 Pint (UHT, individual 8-ounce servings, plant-based dairy substitute, certified Kosher, must be marked with kosher certification hechsher).

• Item 0003: Cottage Cheese (5-pound container; various types including Low Fat, Fat Free, No Salt Added Low Fat; cultured or acidified; normal or extended shelf life; small or large curd).

• Item 0004: Sour Cream (5-pound container; various types including Dairy, Cream, Pasteurized, Reduced Fat, Low-fat, Nonfat; unflavored).

• Period of Performance: April 7, 2026, to June 30, 2026 (Base Period).

• Contract Type: Firm Fixed Price.

• Delivery: Will be different per item and paid by Purchase Order (PO). All orders shall be delivered in exact quantities. Any changes to line item descriptions or quantities will not be considered.

• Offer Due Date: February 26, 2026, 16:00 ET.

• Submission Method: Electronic versions sent by email only will be accepted.

• Evaluation: Pass performance and price will be considered when determining the most advantageous offer to the government. Vendors will be notified via email if they are the lowest bidder and asked to respond.

• NAICS Code: 311511 (Dairy Product Manufacturing) with a size standard of 1150 employees.

• Set-Aside: 100% for Women-Owned Small Business (WOSB).

• Registration: Vendors must be registered under the specified NAICS code to be accepted.

• Kosher Certification must be supplied with the quote for Item 0002.

• Failure to submit all required forms, certifications, and information may result in an unacceptable bid.

• The quantities listed are estimates only.

This document is an invitation for vendors to submit quotes for Milk and Dairy Products for the Federal Correctional Institution (FCI) in Morgantown, West Virginia. The requirement is for the period of April 7, 2026, through March 30, 2026.

• Procurement of Milk and Dairy Products.

• Vendors must adhere to all instructions within the solicitation package regarding quote content, format, and submission.

• The contract will be for Commercial Items, referencing FAR 52.212-4.

• Period of Performance: April 7, 2026, through March 30, 2026.

• Quotes must be received by February 26, 2026, at 4:00 P.M. Eastern Standard Time.

• Quotes MUST be submitted via e-mail ONLY to bkeifer@bop.gov.

• Faxed, mailed, or physically delivered quotes WILL NOT BE CONSIDERED.

• Past performance is a consideration; recent delivery problems have led to awards not being made to certain companies.

• All contractors doing business with the Federal Government must be registered in SAM.GOV, as required by FAR 52.212-4(t).

• Quoters should include their Data Universal Number System (DUNS) number in their offers.

• The Contracting Officer will verify SAM.GOV registration prior to award.

• Failure to complete SAM.GOV registration may result in elimination from award consideration.
