The selected contractor will deliver comprehensive program management support for Overseas Degree Programs, including accredited undergraduate and graduate degree programs, certificates, and non-credit courses. Instruction will be provided through face-to-face, hybrid, and alternative learning formats at National Test Centers and forward-deployed locations within the CENTCOM and AFRICOM AORs. Key services include academic and financial assistance advisement, testing support, ensuring student degree progression, and maintaining high-quality program delivery. Specific academic areas include Liberal Arts, Information/Cyber Security, Homeland/Criminal Justice, and Management & Business Administration.

Submission & Evaluation

Offerors must submit quotations via email in four volumes: Business Information, Technical Capability, Past Performance, and Price. Registration in the System for Award Management (SAM) is mandatory. Evaluation factors, in descending order of importance, are: Technical Capability (Technical Approach and Methodology, Program Management, Staffing Plan, Transition-In Plan Schedule), Past Performance, and Price. Technical Capability and Past Performance combined are significantly more important than price. The Government intends to make an award without holding meaningful exchanges.

Key Requirements & Compliance

Contractors must ensure all institutions and programs are accredited by recognized bodies, with transferable credits and quality comparable to home campus offerings (at least 25% face-to-face instruction). Compliance is required with the DoD Voluntary Education Partnership Memorandum of Understanding, VA funding approval, and federal student aid certification.
