Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products and services to provide preventative and corrective maintenance on a Government-Owned 80 TON Shuttlelift Gantry Crane, along with crane rental support. The services will be performed at DLA Distribution Albany, Georgia (DDAG).

• Preventative Maintenance (PM) for the 80 TON Shuttlelift Gantry Crane.

• Corrective Maintenance (CM) for the Gantry Crane.

• Replacement parts for Corrective Maintenance.

• Travel costs associated with Corrective Maintenance.

• Crane Rental Support Services, including a crane operator.

• Mobilization and Demobilization of the crane.

• This solicitation is being issued as a Request for Quote (RFQ).

• The anticipated contract type is a hybrid Firm Fixed Priced (FFP) and Time and Materials (T&M) purchase order.

• The period of performance is estimated to be five years, including a base year and four option years:

  • Base Year: March 1, 2026 – February 28, 2027
  • Option Year 1: March 1, 2027 – February 28, 2028
  • Option Year 2: March 1, 2028 – February 28, 2029
  • Option Year 3: March 1, 2029 – February 28, 2030
  • Option Year 4: March 1, 2030 – February 28, 2031

• Service Contract Labor Standards No. 2015-4667 Revision No. 32 will apply.

• Quotes must be submitted electronically via email to morgan.costanzo@dla.mil by the closing response date of Monday, December 22nd, 2025, 1300 EST.

• The solicitation is being issued as a 100% Small Business Set-Aside.

• Award will be made to the responsive, responsible quoter whose quote is technically acceptable, has acceptable past performance, and offers the lowest overall price for all CLINs.

• Award will be made on an all-or-none basis.

• Evaluation factors include Technical Capability and Past Performance (Acceptable/Unacceptable), followed by Price.

• This acquisition is a 100% Small Business Set-Aside.

• Offerors are required to be registered in the System for Award Management (SAM) database.

• This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

• Vendors must quote all CLINs on the Schedule of Supplies to be eligible for award.
