This document is a combined synopsis/solicitation (RFQ) for commercial items, constituting the only solicitation for Stakes and Rigid Mesh Seedling Protector Tubes. • Rigid Diamond Mesh Tubes: Shall be Quad L, Vexar, Conwed Plastics, Noltex, Nalle Plastics, or equal. Detailed specifications in Attachment 4.

• Samples: Quoters must submit samples of stakes and tubes prior to the quote due date to the specified address.

• Award Type: Firm Fixed Price Purchase Order.

• Period of Performance: Delivery no later than March 25, 2026. Earlier delivery is acceptable.

• Delivery Terms: FOB Destination.

• Submission Deadline: February 18, 2026, 2:00 PM (PST).

  • Factor II: Relevant Past Performance (Quality & Craftsmanship, Customer Satisfaction, Timeliness of Performance)
  • Factor III: Price (Primary evaluation factor for determining award; will be evaluated for reasonableness and completeness/accuracy).

  • Contractor is responsible for pre-shipment inspection.
  • Government Quality Assurance Surveillance Plan (QASP) includes counting, random sampling, and checking for defects.
  • More than 5% defective tubes in a sample will cause rejection.
  • Government may require correction/replacement or price reduction for defective items.
  • Contractor bears transportation costs for defective product return.
