Scope of Work
This project involves the comprehensive repair and construction of the three-story Student Housing Building 419. The goal is to bring the facility up to current code requirements and UFC 4-721-10N standards, providing housing for 336 enlisted personnel in 168 bedrooms. Key deliverables include increasing the building's square footage from 87,449 SF to 104,132 SF, repairing or replacing all major building systems (HVAC, plumbing, electrical, fire protection), hazardous material abatement, and complete interior renovation. Record shop drawings are required, and CMMC Level 1 (Self-Assessment) requirements apply.
Contract & Timeline
This is a task order under an existing IDIQ MACC. The estimated magnitude of construction is between $25,000,000 and $100,000,000. The time for completion is 716 calendar days from the date of award, which includes 15 days for bond approval. Liquidated damages are set at $33,293.88 per calendar day of delay. A bid guarantee (20% of proposed price or $3,000,000, whichever is less) is required, and performance and payment bonds must be provided within 10 calendar days post-award. Proposals will be accepted for 120 calendar days.
Evaluation & Submission
Award will be based on a Best Value Tradeoff selection, considering Price, Management Approach and Schedule (Factor 1), and Past Performance (Factor 2). Technical factors (Factor 1 and Factor 2) are of equal importance, and combined non-price factors are approximately equal to price. Proposals must be submitted electronically via The Procurement Integrated Enterprise Environment (PIEE) Solicitation Module only by June 8, 2026, at 02:00 PM ET.
