This solicitation is for a Design-Bid-Build project to fully repair and renovate Student Housing Building 419 at Naval Air Station Oceana, Virginia Beach, VA. The project aims to bring the building up to current code requirements and UFC 4-721-10N standards, creating housing for 336 enlisted personnel in 168 bedrooms. The renovation will increase the square footage from 87,449 SF to 104,132 SF and address substandard building systems.

• This is a task order under an existing Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC).

• Estimated Price Range: $25,000,000 to $100,000,000.

• Time for Completion: 716 calendar days from date of award (includes 15 days for bond approval).

• Liquidated Damages: $33,293.88 per calendar day of delay.

• Proposal Acceptance Period: 120 calendar days from receipt of offers.

• Proposal Due Date: Monday, 08 June 2026 at 02:00 PM ET.

• Submission Method: Electronic copy via The Procurement Integrated Enterprise Environment (PIEE) Solicitation Module only. Late proposals will not be accepted.

• Evaluation Factors: Best Value Tradeoff selection. Evaluation will be based on Price, Factor 1 (Management Approach and Schedule), and Factor 2 (Past Performance). Technical factors (Factor 1 and Factor 2) are of equal importance, and combined non-price factors are approximately equal to price.

• Pre-Proposal Inquiries (PPIs): Submit questions in writing via email to Ashlee Beggs by 10 calendar days prior to the proposal due date, using the provided PPI form (Attachment F).

• This solicitation is for MACC contract holders.

• Rated order quantities certified for national defense use apply.

• All terms and conditions of the base MACC contract (N40085-21-D-0079/0080/0081/0082/0083/0084/0085/0086) apply.

• Amendments will be posted directly to PIEE, SAM.gov, and sent via email to MACC Holders.

• A site visit is scheduled for 19 May 2026 at 9:00 am at Building #419, 432 Hornet Drive, Virginia Beach, VA 23460. Base access procedures must be followed.

• Bid Guarantee required: 20% of the proposed price or $3,000,000, whichever is less.

• Performance and Payment Bonds required within 10 calendar days after award.

Sources Sought Notice

This notice is issued by the Naval Facilities Engineering Systems Command, Mid-Atlantic to conduct market research for construction services for Building 419 Repair/Renovations at Naval Air Station Oceana, Virginia Beach, Virginia. The government is seeking eligible small business firms to determine if a set-aside procurement is in the government's best interest. This is not a request for proposal, quote, or bid, and no solicitation, specifications, or drawings are available at this time.

• Offeror's experience as a prime contractor is required; subcontractor experience will not be considered (with specific exceptions for 8(a) mentor-protégé joint ventures).
