Key aspects include the repair or replacement of all major building systems (HVAC, plumbing, electrical, fire protection), hazardous material abatement, building interior renovation, and the provision of record shop drawings as deliverables. Contract Details
This is a task order issued under an existing IDIQ Multiple Award Construction Contract (MACC). The estimated magnitude of construction is between $25,000,000 and $100,000,000. The time for completion is 716 calendar days from the date of award, including 15 days for bond approval. Liquidated damages are set at $33,293.88 per calendar day of delay. Proposals will be accepted for 120 calendar days from receipt of offers. A Bid Guarantee (20% of proposed price or $3,000,000, whichever is less) and Performance and Payment Bonds are required.
Eligibility & Submission
This solicitation is restricted to MACC contract holders under the specified IDIQ. Proposals must be submitted electronically via The Procurement Integrated Enterprise Environment (PIEE) Solicitation Module only. The deadline for submission is Monday, June 15, 2026, at 02:00 PM ET. Late proposals will not be accepted. Evaluation will follow a Best Value Tradeoff selection process, considering Price, Factor 1 (Management Approach and Schedule), and Factor 2 (Past Performance). Technical factors (Factor 1 and Factor 2) are of equal importance, and combined non-price factors are approximately equal to price. Pre-Proposal Inquiries (PPIs) must be submitted in writing to Ashlee Beggs using the provided form (Attachment F) by 10 calendar days prior to the proposal due date.
