This is a Solicitation for a task order under the base MACC contracts (N4008521D0079-0086). The estimated magnitude of construction is between $25,000,000 and $100,000,000. The time for completion is 716 calendar days from the date of award, which includes 15 days for bond approval. Liquidated damages for construction delays are set at $14,544.88 per calendar day, as updated by Amendment 0003. The proposal acceptance period is 120 calendar days from the receipt of offers.
Submission & Evaluation
Proposals are due by Monday, June 22, 2026, at 2:00 PM ET. Submissions must be made electronically via The Procurement Integrated Enterprise Environment (PIEE) Solicitation Module only. Late proposals will not be accepted. The evaluation will follow a Best Value Tradeoff selection process, considering Price, Factor 1 (Management Approach and Schedule), and Factor 2 (Past Performance). Technical factors (Factor 1 and Factor 2) are of equal importance, and combined non-price factors are approximately equal to price. Pre-Proposal Inquiries (PPIs) must be submitted in writing via email to Ashlee Beggs by 10 calendar days prior to the proposal due date, using the provided PPI form (Attachment F).
Eligibility & Key Requirements
This solicitation is restricted to MACC contract holders under the Indefinite Delivery / Indefinite Quantity (IDIQ) Multiple Award Construction Contract for Large General Construction Projects. All terms and conditions of the base MACC contract apply. Offerors must comply with CMMC Level 1 (Self-Assessment) Requirements. A Bid Guarantee of 20% of the proposed price or $3,000,000 (whichever is less) is required. Performance and Payment Bonds are required within 10 calendar days after award. Bidders must use the revised Price Proposal Form and the updated Wage Determination (VA20260167 dated May 18, 2026).
