Submission & Evaluation
Proposals must be submitted via email in PDF format to mkerner@usagm.gov. Two separate attachments are required: a Technical Proposal and a Price Proposal, both clearly labeled and including the solicitation number in the subject line. The total size of all attachments must not exceed 23MB. No oral, faxed, mailed, or hand-delivered proposals will be accepted. Evaluation factors include Compliance, Technical Knowledge and Capabilities, Past Performance, and Price. Non-price factors combined are considered significantly more important than price.
Eligibility & Notes
Offerors must be registered and "ACTIVE" in the SAM database prior to contract award and maintain active status throughout performance.
