Submission & Evaluation
Proposals must be submitted via email in PDF format, consisting of two separate attachments: a Technical Proposal and a Price Proposal. Both attachments must be sent in a single email, clearly labeled, and include the solicitation number in the subject line. The total size of all attachments must not exceed 23MB. Oral, faxed, mailed, or hand-delivered proposals will not be accepted. Offerors must be registered and "ACTIVE" in the SAM database prior to contract award.
