Proposal Requirements
Offerors must submit proposals electronically in two volumes:
- Volume 1: Proposal Certifications and Price Schedule (Attachment 2).
- Volume 2: Past Performance Proposal. Proposals must be valid for 90 days and emailed to james.isola@dla.mil. Past performance is a critical component. Offerors must provide relevant past performance data from the last 6 years, limited to four projects. References must submit past performance surveys (Attachment 3) directly to the Contracting Officer by the closing date; surveys submitted by the offeror or after the deadline will not be considered. Wage Determinations for Washington County, MD (Attachment 8), Franklin County, PA (Attachment 6), and Meade, MD (Attachment 7) are applicable and must be factored into pricing.
Evaluation Factors
Award will be made to the responsible offeror whose proposal represents the best value to the Government, considering Past Performance and Price. Past performance is significantly more important than price. The Government will evaluate the quality of past performance to assess the probability of success, assigning a Neutral rating to offerors lacking relevant past performance. Price will be evaluated using price analysis techniques but not numerically scored.
