Scope of Work

Services are required at DLA DS Letterkenny, DLA DS Meade, and a third-party site in Hagerstown, MD. The contractor is responsible for all personnel, equipment, tools, materials, and supervision, ensuring MHE is consistently operational. Performance standards include PM completion within 10 business days and CM repairs within 5 business days of parts receipt, with weekly status updates and a Quality Control Plan (QCP) required. Proposal Requirements

- Volume 1: Proposal Certifications and Price Schedule (using Attachment 2).
- Volume 2: Past Performance Proposal. Offerors must provide relevant past performance data from the last six years for up to four projects. Crucially, offerors must provide Attachment 4 (Past Performance Survey) to their references, who are then responsible for submitting the completed survey directly to the Contracting Officer by the solicitation closing date. Surveys submitted by the offeror or after the deadline will not be considered. Offerors lacking relevant past performance will receive a Neutral rating. Wage Determinations for Meade, Letterkenny, and Washington counties must be considered for labor cost estimations.
Evaluation Factors
Award will be made to the responsible offeror whose proposal represents the best value to the Government, considering Past Performance and Price. Past Performance is significantly more important than Price. The Government will evaluate the quality of past performance to assess the probability of success, focusing on adherence to specifications, schedules, customer satisfaction, and cooperative behavior. Price will be fully evaluated using price analysis techniques but will not be numerically scored.
