Performance Work Statement (PWS)

This PWS outlines the requirements for Material Handling Equipment (MHE) maintenance services for the Defense Logistics Agency (DLA) Disposition Services (DS) at Letterkenny and Meade locations. The goal is to ensure MHE is consistently operational to support DLA DS daily operations.

• Provide Preventive Maintenance (PM) and Corrective Maintenance (CM) for various MHE.

• PMs are required annually per equipment item (except mobile ramps), including OEM manual checks, load tests, and Limited Technical Inspections (LTIs) as requested.

• CM involves assessing, inspecting, testing, and troubleshooting deficiencies, followed by providing a detailed repair estimate.

• Contractor is responsible for all personnel, equipment, tools, materials, and supervision.

• Services include maintenance on electric-powered equipment, batteries, and charging stations.

• Lock-out/tag-out procedures must be used during service.

• PM services must be completed IAW OEM manuals and within specified timeframes (5 business days to start, 10 business days to complete, unless otherwise coordinated).

• CM repairs must be completed within 5 business days of receiving necessary parts, with written justification for delays.

• Contractor must provide a weekly status update on open repairs, parts, costs, and labor hours.

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Spill cleanup must comply with federal, state, and local laws and regulations.

• Contract period: One (1) 12-month base period and two (2) 12-month option periods (totaling up to 3 years).

• Place of Performance: DLA DS Letterkenny and Meade facilities, and a third-party site at 18656 Leslie Dr, Hagerstown, MD 21740. Services are to be performed on USG premises to the maximum extent possible during normal business hours.

• Contractor must provide all necessary tools, materials, and PPE.

• Contractor employees must possess Certified Forklift Technician (CFT) certifications.

• Contractor must coordinate base access and comply with all base security and access policies.

• Contractor is responsible for all spills and leaks caused by their actions.

• Invoicing is to be submitted monthly through the DoD Wide Area Workflow (WAWF) system.

• Contract minimum: $2,500. Contract maximum: 150% of the estimated contract value.
