Submission & Evaluation
Interested parties must submit an initial White Paper related to an AOI. DLA may request additional information before inviting a full Technical and Cost Proposal. Use cases for demonstrations will be provided after White Paper selection. Evaluation considers scientific/technical merit, viability, desirability, past performance, capabilities, related experience, and cost realism. Eligibility now includes "contractor/subcontractor foreign affiliations." Extensive Intellectual Property and Data Rights clauses are incorporated, requiring offerors to identify any restrictions. Contractors must also comply with FAR 52.222-90 (DEI Discrimination) and various FAR/DFARS clauses related to safeguarding information systems and telecommunications equipment.
