Submission & Evaluation

Evaluation considers overall scientific and technical merit, viability, desirability, past performance, capabilities, and related experience, alongside cost realism and reasonableness. Eligibility requires meeting minimum standards for financial resources, accounting systems, performance, and integrity, including contractor/subcontractor foreign affiliations.

Multiple FAR and DFARS clauses have been incorporated, including those related to safeguarding covered defense information (NIST SP 800-171), telecommunications equipment, and DEI discrimination.
