This document is a combined synopsis/solicitation (RFQ) for commercial products or services, issued in accordance with FAR subpart 12.6. It constitutes the sole solicitation, and a written solicitation will not be issued. The procurement is being solicited as a 100% small business set-aside under NAICS code 541611 (Other Management Services), with a small business size standard of $24.5M. Partial quotes will not be accepted.

The contractor must provide personnel and technical support in the following areas:

• Continuity planning
• Training & exercise development and execution
• Strategy development
• Information fusion
• Readiness reporting
• Facility staffing
• Crisis management support
• Website development
• Knowledge management

Complete details of all tasks are outlined in the attached Performance Work Statement (PWS).

• Labor CLINs will be firm fixed price.

• Quotes must be submitted via email to the contracting officer, Thomas J. Walsh III (thomas.j.walsh@dla.mil).

• The deadline for quote submission is 12:00 PM EDT, April 20, 2026.

• Questions are due no later than 09:00 AM EDT, April 6, 2026. Answers will be posted by April 13, 2026.

• The government intends to evaluate quotes and issue a task order without discussions.

• Quotes should contain the firm's best terms and address all evaluation factors.

• The government reserves the right to conduct discussions and request quote revisions if deemed necessary.

• The government reserves the right not to make an award if it is not in the best interest of the government.

• This procurement is a 100% small business set-aside.

• Contractors must be registered in the System for Award Management (SAM) prior to submitting a quote.

• Offerors must include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, or a statement certifying that SAM.gov is current and up-to-date.

• The vendor is responsible for confirming quote receipt. Late quotes will not be considered.

• Vendors must have a full understanding of all requirements listed in all associated documents.

• Selection Process: A Trade-off evaluation process will be used, where technical approach, key personnel, management and staffing plan, and past performance are combined and considered significantly more important than total price.

• Evaluation Factors: The following non-price factors will be evaluated:

  • Technical Approach: Assessed based on the contractor's demonstrated technical abilities in performing the work outlined in the Performance Work Statement (PWS). Rated using Table 1 (Outstanding, Good, Acceptable, Marginal, Unacceptable).
  • Key Personnel: Evaluated on an Acceptable/Unacceptable basis. Quotes must include resumes and letters of intent for key personnel who meet the PWS education and experience requirements. Rated using Table 2.
  • Management and Staffing Plan: Evaluated based on the plan's explanation of task order management, issue resolution, personnel recruitment and retention, understanding of the work, quality assurance, and a draft Quality Control Plan (QCP). Rated using Table 1.
  • Past Performance: Evaluated for relevancy, recency (within 3 years), and quality (based on CPARS or references). Rated Acceptable/Unacceptable using Table 3. A quote with an Unacceptable rating in Key Personnel or Past Performance is ineligible for award.

• Pricing: Will be evaluated for accuracy, fairness, reasonableness, and completeness.

• Basis for Award: The task order will be issued to the contractor whose quote offers the best value to the government, considering both non-price factors and price.

• All non-price evaluation factors combined are significantly more important than price. The non-price factors are of equal importance among themselves.

• Pricing must be submitted using Attachment 4 (DLA Transportation Process Support Schedule B spreadsheet), ensuring all calculations are viewable and unprotected.

Performance Work Statement (PWS)

To provide non-personal services and qualified personnel to assist the Defense Logistics Agency (DLA) J345 with its Transportation Financial Management (TFM) processes, specifically related to the Third-Party Payment System (TPPS), and to support Financial Improvement and Audit Readiness (FIAR) goals.

• Data Analysis and Support: Identify and eliminate root causes of data issues within various transportation and financial systems (e.g., TPPS, LTS/Tracker Lite, DSS, WMS, GFM). This includes analyzing transportation-related data, creating monthly data reports, and acting in real-time to identify issues.

• TPPS Maintenance and System Analysis: Provide expert-level support for the current DoD-approved TPPS, including configuration, report development, and user training.

• Financial Analysis and Audits: Perform financial analysis, special studies, and research to identify incorrect or unauthorized uses of funds. Report invalid expenditures and provide feedback for policy formulation.

• Audit Support: Provide contractor processes and data for DLA's financial statement audits. This includes providing assurance on the effectiveness of controls over contractor processes, such as database capabilities, data extraction, and report generation.

• Assurance Reporting: By August 15th annually, provide assurance on control effectiveness for the period January 1 to June 30. This can be via an SOC 1 Type 2 Report or management's internal control testing results.

• Bridge Letter: Provide a bridge letter by October 8th annually, addressing control environment changes during July 1 to September 30.

• Status Updates: Provide updates on SOC 1 report progress and corrective actions by the last business day of January and April.

• Deliverables: Submit various reports (monthly status, management, transportation reports) and functional specifications for reports and scripts.

• Period of Performance: One base year with four option years.

• Place of Performance: Off-site at the contractor's facilities.

• Personnel: US citizens only. Key personnel include a Financial Subject Matter Expert and an Audit Compliance and Control Environment Program Manager.

• Security: Minimum favorably adjudicated Tier 1 (T1) investigation or equivalent required for contractor personnel.

• Reporting: Monthly status reports, weekly status reports, and a final management report are required.

• Transition Plan: Required for phase-in/phase-out orientation.

• Subcontracting: FAR Clause 52.219-14, Limitations on Subcontracting, will apply (not more than 50% to non-similarly situated subcontractors).

Solicitation / RFP / RFQ

This document provides addendum instructions to FAR 52.212-1 for vendors submitting quotes for DLA Transportation Process Support. It details submission requirements, format, and content for various volumes of the quote.

Quotes must be submitted via email to thomas.j.walsh@dla.mil by 12:00 PM EDT, April 20, 2026. Vendors are responsible for confirming receipt. Late quotes will not be considered.

Submissions must include:

• Company name, address, UIE, and CAGE in the email body.
• Point of contact for questions.
• Required submission documents as specified.

Submission Format:

• Volumes I, II, and III must be in electronic format (Word or PDF for I & II, Excel for III).
• Word/PDF documents: 8.5" x 11", Times New Roman, 11pt font (9pt for tables).
• Do not include marketing materials.

Quote Volumes:

• Volume I (Factors 1, 2, 3): Technical Approach, Key Personnel, Management and Staffing Plan. Max page limits: Factor 1 (7 pages), Factor 2 (3 pages), Factor 3 (6 pages). Includes draft Quality Control Plan (QCP).
• Volume II (Factor 4): Past Performance. Minimum 2, maximum 3 federal government contracts performed within the last 3 years. Each contract submission requires specific details (number, value, agency, POC, description, CPARS if available). Max 3 pages.
• Volume III (Total Price): Submit using Attachment 4, Schedule B. Formulas must be intact, and cells must be to two decimal places.

Required Certifications:

• Completed FAR and DFARS certifications.

• Completed 52.212-3, Offeror Representations and Certifications (or SAM.gov statement).

• Deadline: April 20, 2026, 12:00 PM EDT.

• Evaluation: Factors 1, 2, and 3 will be evaluated per DLA Transportation Process Support FAR 52.212-2 (Commercial Items Attach 2). Factor 4 (Past Performance) will be reviewed by the Contracting Officer.

• Final SP4704-26-Q-0016 DLA Transportation Process Support (signed/dated, including amendments).

• Completed 52.212-3 or SAM.gov statement.

• VOLUME I Quote (Factors 1, 2, 3).
