Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines the performance-based requirements for essential Session Initiation Protocol (SIP) trunking services and features supporting Davis-Monthan AFB (DMAFB), AZ. The services will support the installation 24 hours a day, seven days a week, 365 days a year.

• Provide all labor, tools, facilities, materials, and services to perform and provide local access to designated circuit demarcation points.

• Services include any equipment, wiring, or infrastructure to ensure compatibility with Government infrastructure without additional Government expense.

• Access to the local exchange must include operator assistance functions.

• Services exclude residential or business services for non-Government entities or Government contractors.

• Follow all Federal Communications Commission (FCC), Public Utility Commission (PUC), Department of Defense (DoD), AF, and industry standards.

• Provide and install transmission equipment and cables for local exchange access and transport service circuits to the Government-provided floor space at the Government demarcation location(s).

• Connect to Government-provided power connection points and termination frames.

• Coordinate with the Government Point of Contact (POC) prior to any installation.

• Aerial cable installations are not authorized.

• Continuous operation local phone service 24/7/365 with 99.9% availability.

• Timely and detailed notification for scheduled outages (NLT 30 days prior).

• Timely response and restoration for Catastrophic, Emergency, Serious, and Routine outages, as per defined timeframes.

• Services support Davis-Monthan AFB (DMAFB), AZ.

• Outages: Procedures for scheduled and unscheduled outages, including notification, response, and restoration times based on outage category (Catastrophic, Emergency, Serious, Routine).

• Government Provided Space and Services: Government will provide rack space, environmental controls, and primary/emergency conditioned power. Government will provide security forces and fire protection services.

• Personnel: Contractor is responsible for ensuring sufficient qualified personnel.

• Interconnection Agreements and Cutover Plans: Non-incumbent contractors must submit Interconnection Agreements (IAs) and an Initial Cutover Plan with their technical quote. A Final Cutover Plan is due NLT ten (10) working days after contract award.

• Safety, Health and Fire Protection: Adhere to local procedures, CFR 29 Part 1926.58, and OSHA guidelines.

• Monthly Billing: Provide electronic copy of billing records upon request.

• Customer Service Records (CSR): Provide detailed CSR upon request.

• Security Requirements: Designate a primary contract manager and alternates, maintain employee listings, comply with REAL ID requirements, and adhere to security training, reporting, and access control protocols.

• Traffic Laws: Comply with all base traffic regulations.

• Controlled/Restricted Areas: Adhere to local base procedures for entry.

• Privacy Act & CUI: Ensure employees understand and comply with Privacy Act and Controlled Unclassified Information (CUI) protection.

• Operations Security (OPSEC): Adhere to OPSEC requirements, including restrictions on discussing government operations and posting information.

• Continuation of Essential Contractor Service: Contractor must provide a plan for continuing essential services during crisis periods.

• Federal Holidays: Contractor generally not required to provide routine services on holidays, but may be required if deemed mission essential.

• Smoking: Adhere to Air Force restrictions on smoking.

• Illegal Substances: Possession or use of illegal substances is prohibited.

• Appendix 1 – Site Specific Requirements: Details specific services and features, including Government telephone system configuration and Direct-In-Dial (DID) Directory Numbers.
