This document provides responses to vendor questions regarding the solicitation for SIP trunking and local telecommunication services.

• Incumbent Carrier: Lumen currently supports the 520-228 and 520-202 DID ranges, as well as 520-334-68xx and 520-334-69xx.
• Concurrent Calls: The baseline for concurrent calls was set at approximately 165 for DSN, with an assumption of 10-12% of DIDs as concurrent call requirement.
• SBC Ownership: The Government owns and operates its Session Border Controllers (SBCs).
• E911 Routing: E911 calls are handled internally by the Base Area Network and do not pass to the service provider or local carrier. 988 (National Suicide Hotline) is sent to the carrier.
• DID Porting: All 11,000 DIDs are expected to be ported at once by the winning provider.
• Service Scope: The request includes SIP trunking for local voice access to the PSTN. The Government is looking for approximately 43,000 calls per month with around 4.3 million total minutes. Peak simultaneous calls could be 200, with the ability to fluctuate. Bidders should specify pricing for unlimited long distance and packages of monthly minutes.
• CPE Location: Contractor-provided CPE must be located in building 5010. Site access requires background checks and a Real ID.
• Government Equipment: The Government uses Cisco C8300s as SBCs and Cisco CUCM version 15 for call handling.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for essential Session Initiation Protocol (SIP) trunking services and features to support Davis-Monthan AFB (DMAFB), AZ, operating 24/7/365.

• Provide local access to designated circuit demarcation points using IP-based infrastructure for voice, video, and real-time communications.

• Include all necessary equipment, wiring, and infrastructure compatible with Government systems without additional cost.

• Ensure access to local exchange and operator assistance functions.

• Services exclude residential or business services for non-Government entities.

• Adhere to FCC, PUC, DoD, AF, and industry standards.

• Install transmission equipment and cables to Government-provided floor space.

• Coordinate all installations with the Government Point of Contact (POC).

• Aerial cable installations are not authorized.

• Continuous operation of local phone service 24/7/365 with 99.9% availability.

• Timely and detailed notification for scheduled outages (NLT 30 days prior).

• Response and restoration times for various outage priorities (Catastrophic, Emergency, Serious, Routine) as defined in the PWS, coordinated with the Government POC and adhering to Telecommunications Services Priority (TSP) and Restoration Priority List (RPL).

• Quality of Service (QoS) implementation for end-to-end latency and packet jitter for VoIP, video, and real-time traffic.

• Services support Davis-Monthan AFB, AZ.

• Specific location for demarcation points is identified in Appendix 1.

• Outages: Detailed procedures for scheduled and unscheduled outages, including notification, response, and restoration timelines based on outage category.

• Continuation of Essential Contractor Service: Contractor must provide a plan for continuing essential services during crisis periods.

• Federal Holidays: Services may be required on Federal Holidays if deemed mission essential.

• Smoking: Adherence to Air Force restrictions on smoking.
