Performance Work Statement (PWS)

To provide all personnel, equipment, tools, materials, supervision, and other items and services necessary for the removal and replacement of all microwaves in specified dorm rooms at Minot AFB.

• Furnish, deliver, and install a total of 280 microwaves across multiple buildings and rooms:

  • Building 205: 75 microwaves
  • Building 207: 75 microwaves
  • Building 210: 65 microwaves
  • Building 214: 46 microwaves
  • Building 276: 20 microwaves
  • Building 528 (storage): 19 microwaves

• Work hours are Monday through Friday, 7:00 a.m. to 4:00 p.m., excluding weekends and holidays.

• Contractor is responsible for removal and disposal of all old materials, packing materials, and debris off-base.

• Worksite must be maintained clean daily and upon completion.

• All work must comply with applicable building standards and codes.

• Contractor must comply with all OSHA and NEC requirements.

• Contractor must protect existing furniture and building materials with industry-approved coverings.

• Contractor is liable for any damage to government property.

• Post-service walkthrough and inspection/acceptance checklist required.

• Removal shall start within 90 days from purchase.

• Installation should take no longer than 5 days from the start date.

• Work will be performed in Dorms 205, 207, 210, 214, and 276 at Minot AFB, ND 58705.

• Buildings are three floors with stairwell access only (no elevators).

• Contractor personnel must not pose a threat to health, safety, or security.

• Personnel clearance and access coordination with the Contracting Officer is required.

• Contractor must prevent personnel from entering areas other than the designated work area.

• Contractor must maintain a means of egress compliant with fire codes.

• Contractor must notify the Dorm Facility Manager and Contracting Officer immediately of any damage to government property and provide a repair proposal.

• Hazardous waste generated by the contractor is their property and responsibility for disposal.

• Base access procedures must be followed, including obtaining necessary passes for personnel and vehicles.

• Specific items required for entry include vehicle registration, proof of insurance, and valid driver's licenses.

• Firearms are prohibited on base.

• Individuals with criminal records are not allowed on base.

This is a Combined Synopsis/Solicitation for commercial items to procure approximately 280 countertop style microwave ovens with air fryer capabilities. The government is requesting quotations and will not issue a separate written solicitation. This acquisition is a 100% small business set-aside.

• Microwave specifications: 800-1200 Watts, 0.9-1.6 Cu ft, 120v.

• Must include shipping to Minot AFB.

• Must include installation of new microwaves.

• Must include disposal of old microwaves at an off-base location.

• Brand Name or Equal substitutions require MFG name, Model Number, and supporting literature.
