This document provides responses to vendor questions regarding the solicitation for a security system upgrade.

• Certifications: While preferred, specific certifications like "Special Qualifications" (e.g., Vindicator, CSEIP, CSCIP/G) and ISO 9001:2015 are not strictly mandatory for bidding. The government will consider a detailed Quality Control Plan as an alternative to ISO 9001. A minimum of current PACS certification from the manufacturer is required.
• Cabling and Conduit: Conduit is required for cabling in areas without drop ceilings or cable trays to protect against physical damage. Cabling above drop ceilings is not required to be in conduit, but maintenance and futureproofing should be considered.
• System Scope: The Vindicator Intrusion Detection System (IDS) is part of a base-wide contract and is out of scope for this project. The access control system must operate without interfering with the Vindicator system. The video intercom system and access control system are part of the project scope.
• Hardware and Reusability: Existing cable trays can be used for new low-voltage cabling. Existing conduit cameras can be reused if serviceable. NEC monitors in the Main Office are to be replaced, with space for up to one 75-inch monitor.
• Phased Approach: All phases (1, 2, and 3) will be included on a single contract, with prices from the solicitation remaining valid for future phases.
• Remote Diagnostics: Vendors will not have direct remote access to the systems. Remote diagnostics are possible through coordination with JPED Information Technology Specialists via phone for physical troubleshooting.
• Asset Tag Removal: Asset tag removal is required for tracked equipment (switches, servers, storage arrays) but not for items like cameras and badge readers. All devices with internal storage will be cleaned of data prior to removal.
• Intercom System: The existing intercom system is an AIPHONE, Model: JA-2MECD.

No amendments have been made to the solicitation at this time adjusting delivery or response dates. Any changes will be posted to SAM.gov.

Amendment / Modification

This amendment provides updated information regarding network switch locations.

• Slide 1: "Network Switch Locations" has been updated.

No changes to proposal deadlines or submission requirements are indicated by this amendment.

Solicitation / RFP / RFQ

This solicitation (FA449726Q0024) is for the upgrade of Joint Personal Effects Depots (JPED) security systems. The objective is to enhance cyber security posture and streamline the operating environment by upgrading intrusion detection, access control, video surveillance, and visitor management systems.

• Phase 1: Upgrade, overhaul, and install access control, video surveillance, and visitor management systems.

• Phase 2 (Option): Additional cameras for video surveillance system.

• Phase 3 (Option): Personnel and vehicle gate systems.

• Maintenance: Preventative and unscheduled maintenance services for installed systems.

• Contract Type: Firm Fixed Price (FFP) for most CLINs. Unscheduled maintenance pricing will be determined on a case-by-case basis via modification.

• Period of Performance: Base Year (01 Jun 2026 - 30 Sep 2026) with multiple option periods extending up to 5 years and 6 months.

• Size Standard: USD 25,000,000.00

• Offer Due Date: May 13, 2026, 12:00 PM Local Time.

• Submission Method: Quotes must be submitted via email to the points of contact listed.

• Evaluation: Award will be made to the responsible small business quoter offering the lowest total evaluated price (TEP) whose quotation is determined technically acceptable. Evaluation factors are Price and Technical, considered about equal. TEP includes the base period and the 6-month option at RFO 52.217-8.

• Site Visit: Scheduled for May 6, 2026, at 0900.

• Questions Due: May 7, 2026.

• This acquisition is set aside 100% for Small Business.

• Offerors must be registered in the System for Award Management (SAM).

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-4 by reference.

• Cybersecurity Maturity Model Certification (CMMC) Level 1 is required prior to award.

• Payment requests and receiving reports are to be submitted via Wide Area WorkFlow (WAWF).

Performance Work Statement (PWS)

This PWS outlines the requirements for a security system upgrade, technical refresh, modernization, and ongoing maintenance of the electronic security systems at the Joint Personal Effects Depot (JPED).

• System Upgrade & Modernization: Upgrade security systems to meet Department of Defense (DoD) standards, including a Windows 11 operating system upgrade, technical refresh of hardware/software/firmware, and modernization of intrusion detection, access control, video surveillance, and visitor management systems.

• Maintenance: Provide comprehensive preventative maintenance, inspection (PMI), and testing of existing security systems twice annually. This includes repairs due to accidental damage or facility malfunction, replacement of parts, and troubleshooting.

• Phased Implementation: The contract is broken into three phases:

  • Phase 1: Access Control, Video Surveillance, and Visitor Management Systems upgrade.
  • Phase 2: Installation of additional cameras for the Video Surveillance System.
  • Phase 3: Upgrade of personnel and vehicle gate hardware.

• Technical Requirements: All hardware, software, and firmware must be on the Department of Defense Information Network (DoDIN) Approved Products List (APL). Systems must comply with DoD standards and Risk Management Framework (RMF) requirements.

• Response Time: Telephonic/electronic support response within 1 hour; onsite emergency maintenance within 4 hours.

• Reporting: Detailed PMI and service reports within 10 days of work performed.

• System Availability: No more than 1 unacceptable service per month for various tasks, including technical support, response times, and patching.

• Place of Performance: JPED, 122 Purple Heart Drive, Dover AFB, DE 19902.

• Hours of Operation: Monday through Friday, 8:00 AM to 4:00 PM, excluding Federal Holidays.

• Personnel: Contractor personnel require background checks and may need specific certifications (e.g., Certified Systems Engineer Identity, Credential, and Access Management).

• Security: Compliance with DoD security directives, including physical security, key control, and operational security (OPSEC).

• Documentation: Provide evidence of secure supply chain, APL status verification, and sanitization certificates for disposed media.

• Government Furnished Property (GFP): No GFP will be provided.
