Performance Work Statement (PWS)

This PWS outlines a non-personnel services contract for the Joint Personal Effects Depot (JPED) to upgrade its security system. The primary goals include upgrading to Microsoft Windows 11, performing a technical refresh and modernization of electronic security systems in accordance with Homeland Security Presidential Directive 12 (HSPD-12), and providing ongoing maintenance for intrusion detection, access control, video surveillance, and visitor management systems.

• Operating System Upgrade: Transition to Microsoft Windows 11 to enhance cybersecurity and streamline IT operations.

• Technical Refresh & Modernization: Update computer hardware, software, firmware, and network infrastructure to meet current DoD and AFNET requirements, including HSPD-12 compliance.

• System Maintenance: Provide comprehensive maintenance for existing Avigilon Control Center Rel. 7 access control, video surveillance, and visitor management systems. This includes preventative maintenance, inspections, testing, repairs, and replacement of parts.

• Security Enhancements:

  • Install new card readers (Common Access Card and key fob compatible) on exterior and interior doors.
  • Upgrade exterior and vehicle gates to be controlled by the computer operating system, with manual override capability.
  • Install new network video surveillance systems (VSS) with 90 days of video storage, hardening in compliance with DISA STIGs, and export capabilities.
  • Install specified numbers of new exterior and interior cameras (stationary, 360-degree, and PTZ).
  • Incorporate the existing intercom system into the surveillance system if feasible.

• Cybersecurity Compliance: Ensure all software and hardware achieve an Authority to Operate (ATO) on the AFNET, compliant with DoD Instruction 8510.01 (Risk Management Framework - RMF) for Confidentiality Medium, Integrity Medium, Availability Medium (CIA-MMM) systems.

• Response Time: Telephonic/electronic support within 1 hour; emergency maintenance onsite within 4 hours.

• Preventative Maintenance: Comprehensive inspections and tests twice annually.

• Reporting: Submit detailed PMI and service reports within 10 days of work. Maintain detailed logs and update system maps/diagrams.

• Quality Control: Contractor must develop and maintain a quality control program.

• Security Patching: Monthly security patching and configuration updates for workstations, servers, and network devices.

• Place of Performance: JPED, 122 Purple Heart Drive, Dover AFB, DE 19902.

• Hours of Operation: Contractor business hours are 8:00 AM to 4:00 PM, Monday through Friday, excluding Federal Holidays.

• Certifications: Staff involved in system design, configuration, and testing must hold specific certifications (e.g., CSEIP, CSCIP/G, Lenel certifications, pivCLASS reseller, ISO 9001:2015). Experience with Vindicator IDS is required.

• Security: All personnel must comply with Dover AFB security directives. Criminal Background Checks (CBI) are required for unescorted access. Contractor employees must be properly credentialed.

• Quality Assurance: Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Data Rights: Government has unlimited rights to all documents and materials produced under the contract.
