Purpose & Objective
The primary objective is to strengthen JPED's cybersecurity posture and streamline its technology environment by upgrading the security system to a Department of Defense (DoD) Microsoft Windows 11 operating system. This includes a technical refresh and modernization of computer hardware, software, and firmware in accordance with Homeland Security Presidential Directive 12 (HSPD-12).
Scope of Work
The contractor shall provide services including:
- Operating System Upgrade: Transition to Microsoft Windows 11.
- Technical Refresh & Modernization: Update hardware, software, firmware, and network infrastructure to meet DoD and AFNET requirements, including HSPD-12 compliance.
- System Maintenance: Comprehensive maintenance for existing Avigilon Control Center Rel. 7, intrusion detection, access control, video surveillance, and visitor management systems. This covers preventative maintenance, inspections, testing, repairs, and parts replacement.
- Security Enhancements: Installation of new card readers, upgrade of exterior/vehicle gates, installation of new network video surveillance systems (VSS) with 90 days storage, and new exterior/interior cameras.
- Cybersecurity Compliance: Ensure all systems achieve an Authority to Operate (ATO) on the AFNET, compliant with DoD Instruction 8510.01 (Risk Management Framework - RMF) for CIA-MMM systems.
Key Requirements & Standards
- Performance Metrics: Telephonic/electronic support within 1 hour; emergency onsite within 4 hours. Preventative maintenance twice annually.
