Scope of Work

The effort covers 43 DLR National Stock Numbers (NSNs) and includes services such as remanufacture, engineering expertise, and FAA compliance. Overhaul must adhere to OEM Component Maintenance Manuals (CMMs) and the latest OEM technical data. AS9110 certification is a mandatory prerequisite for award; however, offerors may submit a plan to obtain certification prior to contract award. Recent amendments clarify that "Over and Above" (O&A) parts procedures now apply to subcomponent overhauls, and a mechanism for reimbursement of actual costs incurred prior to a Beyond Economically Repairable (BER) determination has been established. The solicitation also incorporates FAR 52.222-90, "Addressing DEI Discrimination by Federal Contractors."
Contract Details
This will be a single-award, requirements-type contract with a 5-year basic period and a 5-year option period, totaling a potential 10-year duration. Pricing will be Firm Fixed Price (FFP) with an Economic Price Adjustment (EPA) for labor and material costs. Key performance metrics include an Exchange Lead Time (ELT) of 82 days for shipsets (75 days remanufacture + 7 days shipping) and a Remanufacture Turn Around Time (RTAT) for sub-components, with specific metrics detailed in Schedule B. Disincentives apply for failing to meet ELT/RTAT, while incentives are available for achieving at least 80% On-Time Delivery (OTD) for shipsets.
Submission & Evaluation
Proposals must be submitted electronically via DoD SAFE by July 28, 2026, at 4:00 PM. Offerors should base their proposals on their understanding of the 767-300F series landing gear, as KC-46/2C CMMs will not be provided prior to award. Past performance examples beyond the B767 (e.g., B737) are acceptable with a narrative justifying their relevance. Proposal formatting allows tables, charts, graphs, and figures up to 11x17 inches for depictions. Evaluation factors, in descending order of importance, are: Technical (Remanufacture Capability and Capacity, ELT, RTAT), Price, and Past Performance. Award will be made to the offeror representing the best overall value.
