Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
NOAA is seeking feedback on a Draft Request for Proposal (RFP) for Task Order 1 (TO-1) under the ProTech 2.0 Space-Based Environmental Monitoring (SBEM) Domain IDIQ. This presolicitation aims to acquire near-real-time Global Navigation Satellite System (GNSS) radio occultation (RO) satellite data and ionospheric measurements for weather prediction and space weather models. The government intends to make multiple awards (up to three independent providers) for data redundancy. Comments on the Draft RFP are due by April 17, 2026, at 1:00 PM EST.
Purpose & Scope
This Draft RFP for TO-1, under the pending NOAA ProTech 2.0 SBEM IDIQ, seeks to solicit responses and allow industry to verify the reasonableness and feasibility of the requirement. NOAA requires commercial near-real-time satellite-based GNSS RO and ionospheric measurements to be processed into neutral atmosphere and space weather products for operational use and research. The scope is limited to space-based assets operating or planned to operate on-orbit (100 km or higher altitude).
Key Requirements & Deliverables
- Data Acquisition: Commercial near-real-time satellite-based GNSS RO and ionospheric measurements.
- Neutral Atmosphere Data: 10,000 to 20,000 compliant RO profiles per day.
- Desired Capabilities: 500 to 1,000 compliant Total Electron Content (TEC) ionospheric tracks per day, and Temporal Resolution Enhancements (RO observations from Sun-Synchronous Orbits (SSO) outside standard crossing times and/or lower-inclination orbits).
- Data Delivery: Level 0 and Level 1a data, globally, adhering to specific geospatial distributions.
- Data Rights: Offerors must select one of several data rights options (Options 1, 2, 2A, 3, 3A).
- Data Preparation (New Providers): Technical documentation, sample data, and engineering support for NOAA's data ingestion and processing (December 1, 2026 – January 5, 2027).
- Performance Standards: Quarterly operational status reports and 24-hour anomaly notifications.
Contract Details & Timeline
- Contract Type: Firm-Fixed-Unit-Price (FFUP) delivery order(s).
- Period of Performance:
- Data Preparation (New Providers): December 1, 2026 – January 5, 2027.
- Data Delivery (New Providers): January 5, 2027 – December 1, 2028 (696 days).
- Data Delivery (Existing Providers): December 1, 2026 – December 1, 2028 (731 days).
- Set-Aside: Not specified.
- Anticipated Final RFP Release: On or about April 24, 2026, with a 20-business-day open period.
- Industry Day: A virtual Industry Day is scheduled for April 9, 2026, from 1:00-2:30 PM EST (see Notice ID: NOAA-CDP-SAE-INDUSTRY-DAY-2026).
Submission & Evaluation
- Draft RFP Comments Due: April 17, 2026, at 1:00 PM EST. Submit written questions/comments using Attachment J.7 template via email to the listed points of contact.
- Proposal Format (for Final RFP): Two volumes: Technical (max 15 pages, specific formatting) and Price (using Attachment J.5 spreadsheet, encouraged).
- Evaluation Criteria: Best Value Tradeoff, with Technical Approach being more important than Price. Technical evaluation includes Minimal Requirements (Neutral Atmosphere Data) and Desired Capabilities. Proposals must meet minimum SOW requirements for technical acceptability.
- Submission Method (for Final RFP): Electronic via email to Suzanna Espinoza and Cherron Bennett-Pettus. Email subject: "SBEM RFTOP 1_CompanyName". Max 25MB per email.
