This is a combined synopsis/solicitation for commercial items, issued as a Request for Quote (RFQ), for Education & Training Office Technology Support. The U.S. Air Force requires non-personal services to provide computer technology support and assistance for 60 computers used for Service member promotion exams and mandatory upgrade training.

• Quotes Validity: Until Friday, 30 January 2026.

• Submission Requirements: Quotations must include an Experience Exhibit, a Technical Exhibit, and a Price Exhibit.

  • Experience Exhibit: Proof of at least five (5) years of relevant IT support experience and past performance, with three verifiable references.
  • Technical Exhibit: Sufficient detail on products, compliance with specifications, and commercial product literature. Simply restating requirements is insufficient.
  • Price Exhibit: Completion of the Bid Schedule.

• Evaluation Criteria: Award will be made to the responsible party whose conforming offer is most advantageous to the Government, based on the best value. Factors are:

  1. Experience (Acceptable/Unacceptable)
  2. Technical Capability (Acceptable/Unacceptable)
  3. Price

• Non-price factors (Experience and Technical Capability) must be rated "Acceptable" to be considered for award. Only acceptable quotes will be evaluated by price.

• This announcement constitutes the only solicitation; a written solicitation will not be issued.

• Funds are not presently available for this effort. No award will be made until funds are available. The Government reserves the right to cancel this solicitation.

• The solicitation incorporates numerous FAR and DFARS clauses and provisions by reference, including those related to System for Award Management (SAM), representations and certifications, and prohibitions on covered telecommunications equipment or services.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal services to support the U.S. Air Force voluntary off-duty education program by providing computer technology support and assistance to the Education Center at Spangdahlem Air Base.

• Description of Services: Provide non-personal services for computer technology support and assistance.

• Specific Tasks:

  • Hardware and software system administration for commercial computers, servers, fax machines, digital projectors, switches, routers, printers, and other peripherals.
  • Implementation of new systems (software/hardware) as directed.
  • Networking architecture recommendations and support.
  • Establishing procedures for safeguarding critical data and designing backup methodologies.
  • Developing tracking systems for information systems.
  • Safe migration of data, installation, maintenance, and upgrades of the Education Center primary database.
  • Providing recommendations for future planning and improvements to information systems.
  • Assisting in research and purchase of information systems and components.
  • Ensuring proper information security on all systems and training employees on security procedures.
  • Maintaining Linux and Apple servers for digital signage and paperless documents/scheduling systems.
  • Maintaining and administering the Ubiquiti Enterprise Wi-Fi system.
  • Maintaining, updating, backing up, and replicating Virtual Machines on Hyper-V servers.
  • Working with SMART Technologies smart boards.
  • Performing other critical system support as requested.

• Performance Objectives:

  • Ensure classroom Information Technology Infrastructure is functioning.
  • Remove and Replace Information Technology as directed.
  • Maintain cleanliness of work areas and dispose of packing materials in compliance with environmental regulations.

• Performance Thresholds:

  • SS-1: Qualified employee for daily IT duties - 0 Defects per month.
  • SS-2: Secure government property, infrastructure, and building keys - 0 Defects per month.
  • SS-3: Provide hardware and software system administration to commercially purchased computers - No more than 2 Defects per month.
  • SS-4: Provide for proper information security on all systems - 0 Defects per month.

• Remedies for Deficiencies: Re-performance within 2 hours of notification (for SS-1, SS-2, SS-4) or within 2 hours of notification (for SS-3).

• Method of Assessment: Continual review by ETS Chief, customer complaints, and periodic validation.

• Work Hours/Days: Routine work units scheduled in four-hour blocks, with an estimated average of 5 units per week, totaling approximately 1,040 hours annually. Normal working hours are 0800-1600, Monday-Friday. Emergency response required within 2 hours.

• Place of Performance: Spangdahlem Air Base.

• Qualifications: Minimum 5+ years of experience in hardware and software support, excellent customer service and communication skills, familiarity with Windows, Windows Server, Microsoft Hyper-V, Wi-Fi Management, and Linux/Apple deployment. Knowledge of Air Force computer/network security regulations is required. Resumes and transcripts must be submitted.

• Guidelines: All tasks must comply with DoD, Air Force, and local base computer/technology guidelines and regulations.

• Security Requirements: Includes employee listing, security training (IAW DOD 5200.1-R, AFI 31-401, AFI 31-101), pass and identification items, traffic law compliance, prohibition of weapons, and reporting requirements. Physical security of government property is the contractor's responsibility.

• Key Control: Contractor must implement methods to ensure issued keys are not lost or duplicated and are used only by authorized personnel.

• Lock Combinations: Contractor must control access to government-provided lock combinations.

• Special Requirement: Anticipated absence from a scheduled unit requires 24-hour notice (except emergencies). Non-emergency leave of 1 week or more requires 2 weeks' advance notice and cannot exceed two weeks.

• Materials and Equipment: The government will provide workspace and access. The contractor is responsible for materials and equipment not provided by the government.
