Quick Summary

The United States Air Force Life Cycle Management Center (AFLCMC) is soliciting proposals for the procurement of two (2) Elevation Gearbox spares for the mission-critical GLOBUS-X radar system. This acquisition aims to mitigate the risk of catastrophic failure of existing aging gearboxes. The requirement is for direct form, fit, and function replacements, adhering to precise mechanical and electrical specifications. Proposals are due May 7, 2026, by 04:00 PM local time.

Opportunity Details

This is a mission-critical investment for the GLOBUS Program, a bi-national collaborative effort supporting radar and communications systems at an OCONUS location. The GLOBUS-X radar currently relies on worn gearboxes manufactured in 1993 with limited spares. The unique operating conditions and system-specific design necessitate dedicated spares. The acquisition is for two (2) Elevation Gearboxes, which must be designed, developed, manufactured, and delivered in accordance with the Statement of Work and referenced technical data.

Scope of Work

The contractor shall:

  • Design, develop, manufacture, and deliver two (2) Elevation Gearboxes.
  • Adhere to specific mechanical and electrical specifications outlined in EL Gear Reducer Graham Sesia P/N TPP-028-M-H2-104S, RTX ICD DWG H496663 (corrected to H496666), and associated drawings. Full technical specifications are detailed in the FSSM&I X-Band Pedestal Servo System Modernization document B2270320.
  • Provide Non-Recurring Engineering (NRE), Integration & Test, a Management Plan, and an Integrated Master Schedule (IMS) as part of the proposal.
  • Ensure deliverables include lifting hooks; special tools and fixtures are not deliverables unless used in manufacturing or proposed as test fixtures.
  • The newest design revision features a modified housing and a concave spherical mounting detail, with the mating convex spherical "rocker" mounting plate and associated hardware expected with the new gearbox.

Contract & Timeline

  • Contract Type: Single Definitive Firm Fixed Price Contract (FAR 16.202).
  • Set-Aside: No set-aside specified. For proposals exceeding $900K, a Small Business Subcontracting Plan (DoD Contracts) is required for large business offerors.
  • Government Furnished Property (GFP): The Government will provide one upgradable Elevation Gearbox (P/N 14503).
  • Proposal Due: May 7, 2026, 04:00 PM local time.
  • Published Date: April 28, 2026.
  • Funding: Funds are not presently available; award is contingent upon fund availability. The Government reserves the right to cancel the solicitation.

Evaluation & Requirements

  • Evaluation: Lowest Price Technically Acceptable (LPTA). Technical proposals will be evaluated as "Technically Acceptable/Unacceptable" across four subfactors: NRE, Integration & Test, Management Plan, and IMS.
  • Mandatory Requirements:
    • Active System for Award Management (SAM) record.
    • Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) or higher (DFARS 252.204-7021).
    • Compliance with packaging and marking requirements (MIL-STD-2073-1, ASTM D3951, MIL-STD-129, ISPM No. 15).
    • Submission of Contract Data Requirements List (CDRL) items including IMS, Test Plan, Test/Inspection Report, Product Drawings, and Certificate of Compliance.

Important Notes

Offerors must review all RFP documents and propose to all requirements. Questions must be submitted in writing to the Points of Contact. No extension to the proposal deadline is currently planned, and no follow-on solicitation for a larger quantity is anticipated at this time.
