Scope of Work
The contractor will develop and deliver a comprehensive, year-long EM training and exercise program. Key services include:
- Emergency Management Training: Deliver courses aligned with DoD, DON, and USMC policy, covering EM fundamentals, ICS/NIMS application, incident response coordination, and program compliance.
- EOC Operations Training & Support: Provide training and operational support to increase EOC personnel proficiency through orientation, position-specific training, SOP review, tabletop/functional drills, and evaluations.
- Base Defense OPLAN Development: Assist in updating and validating the Base Defense OPLAN, including workshops, annex reviews, and threat assessment updates.
- Recovery Working Group Support: Facilitate meetings, update recovery frameworks, conduct capability assessments, and develop After Action Reports (AARs) and Improvement Plans (IPs).
- MCCAMS & CIP Training and Education: Provide training and support for MCCAMS and Critical Infrastructure Protection (CIP) programs, including data entry, asset identification, system utilization, and gap assessments.
- Unified Command & Exercise Support: Design and facilitate exercises to enhance Unified Command operations, including scenario development, Master Scenario Event List (MSEL) creation, and controller/evaluator support.

Evaluation
Proposals will be evaluated based on Technical Capability, Past Performance, and Price. Technical capability will assess the ability to meet minimum requirements, and past performance will be rated as Acceptable or Unacceptable based on recent performance (3-5 years). Award will be made on a Best Value basis to the Government.
Special Requirements
Offerors must register in the System for Award Management (SAM). Work requires Level III IT user access to the Marine Corps Enterprise Network (MCEN), necessitating HSPD-12 credentialing and a Common Access Card (CAC) obtained through MAGTFTC/MCAGCC TASS sponsorship.
