Performance Work Statement (PWS)

This PWS outlines requirements for a Firm-Fixed-Price contract to provide Emergency Management (EM) training, planning assistance, and exercise facilitation for the Marine Air Ground Task Force Training Command (MAGTFTC)/Marine Corps Air Ground Combat Center (MCAGCC) and Mountain Warfare Training Center (MWTC) Emergency Operations Centers (EOCs). The goal is to enhance installation preparedness, response, recovery, continuity of operations, and mission assurance during major or catastrophic incidents.

The contractor will provide advisory, facilitation, training, and technical support to improve EM capabilities, focusing on:

The contractor shall NOT perform inherently governmental functions, exercise command authority, supervise government personnel, or make operational decisions.

• EM Training: Develop structured training materials aligned with government standards (METs/MCTs, MCO 3440.9, DoDIs, NIMS/ICS). Training must be at least 8 instructional hours, scenario-based, and include participant materials and evaluations. All content requires government review 15 days prior to delivery.
• EOC Operations Support: Deliver position-specific EOC training and practical exercises, including tabletop exercises (TTX) or functional scenarios. Provide performance evaluation support and draft After Action Reports/Improvement Plans (AAR/IPs).
• Base Defense OPLAN Support: Facilitate workshops and assist in updating the Base Defense OPLAN, including threat integration and crosswalks to METs/MCTs.
