Scope of Work
The contractor will provide subject matter expertise, instructional services, planning support, and exercise design to enhance installation preparedness, response, recovery, continuity of operations, and mission assurance. Key services include:
- EM Training: Develop and deliver structured, scenario-based training (at least 8 instructional hours per course) aligned with government standards (e.g., METs/MCTs, MCO 3440.9, DoDIs, NIMS/ICS). Six training courses are planned, including ICS 300/400, IS-2200, G-191, E-0101, E-0103, or comparable equivalents, for approximately 25 participants each.
- EOC Operations Support: Deliver position-specific EOC training (for Finance, Logistics, Planning, and Operations roles) and practical exercises (tabletop or functional scenarios), including performance evaluation support and drafting After Action Reports/Improvement Plans (AAR/IPs).
- Base Defense OPLAN Support: Facilitate workshops and assist in updating the Base Defense OPLAN, integrating threats and crosswalking to METs/MCTs.
- Recovery Working Group (RWG) Support: Facilitate at least one annual RWG session, providing agendas, minutes, and gap analyses.
- MCCAMS & Critical Infrastructure Protection (CIP) Training: Provide system training and facilitate asset identification workshops.
- Unified Command & Exercise Support: Design and facilitate one annual full-scale Unified Command exercise (4-6 hours), including scenario development and Master Scenario Event List (MSEL) creation.
Key Deliverables include an Annual EM Training Plan, EM Training Events, EOC Training, updated Base Defense OPLAN, RWG Session Support, MCCAMS/CIP Training, Unified Command Exercise packages, and AAR/IPs. All deliverables must be electronic in editable Microsoft Office format.

Evaluation & Special Requirements
Award will be based on Best Value to the Government, considering Technical Capability, Past Performance, and Price. Technical capability will assess the ability to meet minimum requirements, and past performance will be rated as Acceptable or Unacceptable based on recent performance (3-5 years).
Special Requirements include Level III IT user access to the Marine Corps Enterprise Network (MCEN), requiring a Common Access Card (CAC) obtained through HSPD-12 credentialing. Resumes for all instructing personnel are required as part of the technical proposal. This is identified as new work.
