Performance Work Statement (PWS)

To provide Emergency Management (EM) training, planning support, and exercise facilitation for the MAGTFTC/MCAGCC and MWTC Emergency Operations Centers (EOCs) to enhance preparedness, response, recovery, and continuity of operations during major incidents and catastrophic events.

The contractor shall develop and deliver a comprehensive EM training and exercise program supporting:

• EM fundamentals, ICS/NIMS, incident coordination, and program compliance.
• EOC operations, including orientation, position-specific training, SOP familiarization, and exercises.
• Base Defense OPLAN development and updates, including threat and hazard integration.
• Recovery Working Group support, including meeting facilitation and capability assessments.
• MCCAMS and Critical Infrastructure Program (CIP) training.
• Unified Command and exercise planning and facilitation.

Key deliverables include:

• Annual EM Training Plan
• EOC quarterly training sessions
• Updated Base Defense OPLAN (twice per year)
• Recovery Working Group support documentation
• MCCAMS/CIP training materials
• Unified Command exercises (including AAR/IPs)
• After Action Reports for various tasks

Tasks must comply with DoDI 6055.17, DoDI 3020.52, MCO 3440.9, MCO 11000.16, NIMS/ICS standards, and installation directives. Deliverables must be accurate, timely, and compliant with Marine Corps formatting.

• Period of Performance: January 2026 to December 2026.

• Place of Performance: MAGTFTC/MCAGCC, Twentynine Palms, CA, and MWTC, Bridgeport CA.

• Contract Type: Firm-Fixed-Price.

• Security Clearance: Level III IT user access to the Marine Corps Enterprise Network (MCEN) is required, necessitating HSPD-12 credentialing and Common Access Card (CAC) obtained via TASS sponsorship.

Performance Work Statement (PWS)

To provide a comprehensive year-long Emergency Management (EM) training and exercise program to enhance MAGTFTC/MCAGCC’s emergency preparedness, response, recovery, and mission assurance capabilities. This includes support for major catastrophic events and coordination of operations for resource management during recovery.

• Emergency Management Training: Develop and deliver EM training courses aligned with DoD, DON, and USMC policy, covering EM fundamentals, ICS/NIMS application, incident response coordination, and program compliance. Includes materials, rosters, evaluations, and after-action summaries.

• EOC Operations Training & Support: Provide training and operational support to increase EOC personnel proficiency through orientation, position-specific training, SOP review, tabletop/functional drills, and evaluations.

• Base Defense OPLAN Development: Assist in updating and validating the Base Defense OPLAN, including workshops, annex reviews, threat assessment updates, and delivering a finalized OPLAN package.

• Recovery Working Group Support: Facilitate meetings, update recovery frameworks, conduct capability assessments, and develop After Action Reports (AARs) and Improvement Plans (IPs).

• MCCAMS & CIP Training and Education: Provide training and support for MCCAMS and CIP programs, including data entry, asset identification, system utilization, gap assessments, and documentation updates.

• Unified Command & Exercise Support: Design and facilitate exercises to enhance Unified Command operations, including scenario development, Master Scenario Event List (MSEL) creation, controller/evaluator support, and producing AAR/IPs.

• Price: Must be determined to be fair and reasonable.

• Award Basis: Best value to the Government, considering price and non-price factors.
