Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Naval Surface Warfare Center Panama City Division (NSWC PCD), on behalf of US Navy EOD Diving, is conducting a market survey through this Request for Information (RFI) for Explosive Ordnance Disposal (EOD) Diving Next Generation Underwater Breathing Apparatus (UBA). The purpose is to assess commercial product capabilities and industry capacity for product improvement to meet specific EOD diving requirements. Responses are due March 10, 2026.
Scope of Work
The Navy seeks a closed-circuit, mixed-gas diving system capable of military operations in deep and shallow water (0-328 fsw) using N2O2 (air) and HeO2 (88/12) diluents. Key requirements include:
- Certification: NAVSEA 00C certified, in-process, or foreign military certified.
- Performance: Specific resistive effort limits and automatic control of Partial Pressure of Oxygen (PPO2) within ±0.15 ATA.
- Features: Magnetic signature compliance (STANAG 2897/Class A), interoperability with full-face masks and potential integration with buoyancy compensators (e.g., Dive Rite MILPAC).
- Technology: Dive computer/controller with a Heads-Up Display (HUD) for real-time status, alerts, and situational awareness, including adaptive decompression.
- Environmental: Operational in extreme maritime environments (34-99°F, high-particulate, zero-visibility, up to 1 knot currents) and MIL-STD 810 compliant.
Submission & Evaluation
Responses should detail how proposed solutions meet primary and secondary requirements, highlighting any constraints. Required information includes domestic manufacturing details (POC, CAGE, business size, resellers), technical literature, estimated unit cost and timeframe for quantities (5, 50, 200), estimated units fielded, and commercial use. Submissions are electronic (PDF/Word); DoD SAFE Drop off is available for large or proprietary files.
