• Individual Call Limits: $720,000.00 for Contracting Officer/authorized personnel, $15,000.00 for requiring activity personnel.

• Pricing: Current Per Diem Rate is $110.

• Payment Method: Government Purchase Card (GPC).

• Evaluation: Offers will be evaluated based on best value, considering technical requirements and price. Key evaluation factors include distance from Fort Sill, Oklahoma, pricing, availability of rooms, and amenities.

• This acquisition is set aside for Small Business.

• NAICS Code: 721110 (Hotels and Motels) with a size standard of $40,000,000.00.

• The solicitation incorporates FAR clauses by reference, including those related to small business concerns, subcontracting limitations, and payment terms.

• Attachment 1: ITDLM Statement of Work is incorporated by reference.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide off-post lodging and potentially meals for Government personnel, specifically Soldiers in-processing and attending training at Fort Sill, OK, when on-post lodging facilities are unavailable.

• Provide fully-furnished hotel rooms (two beds per room) in the Lawton, Oklahoma area, within 10 miles of Fort Sill.

• Rooms must meet or exceed industry, city, state, and Government health and safety standards.

• Provide general cleaning daily and bed making three times a week (unless declined).

• Offer 24-hour check-in service, including holidays.

• Provide specific amenities including in-room items (TV, coffeemaker, microwave, refrigerator, safe), wake-up service, on-site laundry, continental breakfast, fitness center, vending machine, ice machine, and free Wi-Fi.

• Rooms must have basic cable/satellite TV and free internet access.

• Ensure rooms are clean, safe, secure, and pest-free.

• Offer lighted, safe, and secure parking.

• Higher consideration will be given to contractors with security cameras and those located within walking distance of commercial dining.

• The Blanket Purchase Agreement (BPA) has a five-year period of performance, starting April 22, 2026, through April 21, 2031.

• Place of performance is local area hotels within the city limits of Lawton, Oklahoma, within 10 miles of Fort Sill, OK.

• Rooms must be accessible via interior corridors with clearly marked emergency exits and fire extinguisher stations.

• Door locks must be operational with a security chain or guard; functional smoke detectors are required.

• Contractors must have the capability to accept payment via Government Purchase Card.

• Cancellation policy: Notice required before 6 PM Central Standard Time on arrival day to avoid charges; late arrivals require notice; early departures are on a case-by-case basis.

• The Government estimates a need for 5,000 room nights per year, fluctuating seasonally.

• Total amount ordered under this contract shall not exceed $3,712,000.00.

• Room occupants will not be allowed to charge incidentals, movies, or non-complimentary food/beverages.
