Statement of Work (SOW) / Performance Work Statement (PWS)

To provide off-post lodging and potentially meals for Government personnel, specifically Soldiers attending training at Fort Sill, OK, when on-post lodging facilities are unavailable.

• Provide fully-furnished rooms (two beds per room) in the Lawton, Oklahoma area, within 10 miles of Fort Sill.

• Offer general cleaning daily and bed making three times a week.

• Ensure rooms meet or exceed industry, city, state, and Government health and safety standards.

• Provide lodging only after the International Hotel Group (IHG) on Fort Sill is filled and if the Soldier's course graduation date is more than two training weeks away.

• Offer a courtesy allotment of up to ten rooms per night at the current per diem rate for the Lawton-Fort Sill area.

• Provide an average rate for additional rooms on a first-come, first-served basis.

• Rooms must be clean, safe, secure, and furnished to industry standards.

• Rooms must be free of rodents and insects.

• Hotels with security cameras and those located within walking distance of commercial dining facilities will be given higher consideration.

• Period of Performance: Five (5) years from the date of award (Base Year: 22 April 2026 – 21 April 2027, with four option years).

• Place of Performance: Local area hotels servicing the Lawton, Oklahoma area, within 10 miles of Fort Sill, OK.

• Hotels must have 24-hour check-in service, available daily, including holidays.

• Minimum room amenities include: television, coffeemaker, hair dryer, desk, microwave, refrigerator, in-room safe, telephone with free local access, basic cable/satellite TV, and free internet/Wi-Fi.

• Hotels must provide wake-up service, a laundry room (for Soldier use at their expense), and a continental breakfast.

• Access to a fitness center, vending machine, and ice machine is required.

• Rooms must be accessed via interior corridors with marked emergency exits and fire extinguisher stations.

• Door locks must be operational with a swing bar guard or security chain lock.

• Functional smoke detectors are required.

• Lighted, safe, secure parking on hotel grounds is required.

• Contractors must have dining facilities or allow non-contractor food delivery service (at Soldier's expense).

• Payments will be made via Government Purchase Card.

• Cancellation Policy: Notice required before 6 PM Central Standard Time on arrival day to avoid charges.

• Late Arrivals: Notice required as per the cancellation policy.

• Early Departures: Handled on a case-by-case basis by the Government.

• Purchase Limitation: No individual call out to exceed $720,000.00. Total amount ordered not to exceed $3,712,000.00.

• Incidentals, movies, or non-complimentary food/beverages are not allowed to be charged under this BPA.

Amendment / Modification

This amendment (0001) to Solicitation W9124L26QA007, dated 27 Feb 2026, serves to provide Government responses to industry questions and includes revisions to Attachment 1 - ITDLM Statement of Work and Solicitation Continuous Description. An oversight change was also made as Block 28 was not previously selected. No other changes are made to the solicitation.

• Lead Time: There is no dedicated lead time for initiating hotel bookings due to the nature of the requirement (providing lodging when government facilities are unavailable). Reservations are made upon notification from IHG Army Hotel GC.
• Room Allotment: A courtesy allotment of up to ten (10) rooms will be made available each night at the prevailing per diem rate for the Lawton-Fort Sill area.
• Taxes: The Government is exempt from sales tax.
• Invoicing: Order billing amounts will be reconciled at the end of each lodging stay to adjust estimated dollar amounts with actual usage.
• Ordering Method: Orders can be placed via email, fax, paper, or oral communications. The previous restriction on oral/in-person calls has been removed.
