Offers must be submitted via email to Felicia.Simpson@va.gov by May 8, 2026, at 1:00 PM MST. All offers must be in PDF format. Questions regarding the solicitation were due by April 27, 2026. Award will be made to the responsible offeror whose proposal is most advantageous to the Government, considering both price and non-price factors, including Technical Approach and Experience. This is not a Lowest Price Technically Acceptable (LPTA) acquisition. Required documents include VA Form 10091, W-9, FMS Vendor File Update Form, SAM registration verification, and signed VAAR 852.219-75/-76 certifications. Offerors must acknowledge all amendments.
Eligibility & Set-Aside
This acquisition is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be certified and listed in the SBA certification database at the time of offer and award. Compliance with VAAR 852.219-75 (Limitations on Subcontracting for Services) is required, mandating that at least 50% of the cost of contract performance incurred for personnel be expended for employees of the SDVOSB concern.
