• Page Limits: Company Information on a cover page and a table of contents/glossary are confirmed to be outside the 10-page limit for RFI technical content.
• Graphics and Illustrations: Schedule, architecture, and similar graphics are permitted outside the 10-page limit, provided they are clearly legible and not subject to the 12-point font size requirement.

Request for Information (RFI)

This RFI is issued by the Air Force Life Cycle Management Center, Portfolio Acquisition Executive Command, Control, Communications and Battle Management Program Office (AFLCMC/PAE C3BM) to gather information on current or future voice/data communications suites within Tactical C2. It is for planning purposes only and does not constitute a Request for Proposal (RFP). The government is seeking to understand industry capabilities to support a Remote Radio Secure Voice System (RRSVS) capability extension for the Control and Reporting Center (CRC), aligning with the existing Tactical Operations Center – Light (TOC-L) Major Release 2 (MR 2) system architecture.

• The government seeks a RRSVS system for the CRC with maximum TOC-L commonality and Advanced Battle Management System (ABMS) integration for technical interoperability, cost, training, and product support efficiencies.

• The goal is to enhance RRSVS technical capabilities by adding TOC-L integration, creating a TOC Remote Radio (TCRR).

• The TCRR system should provide a remote suite of TOC mission-capable radios via a remote interface with TOC-L MR 2.

• It should support mobilizing equipment to forward battle management areas for secure voice and data communications.

• The system should integrate with CRC sensors, use the same transit case system as TOC-L, and utilize self-encrypting L3Harris radios (PRC-160 and PRC-167) with NSA Type 1 encryption.

• It must interface with CRC provided long-haul connections (COMSATCOM, MILSATCOM, 4G/5G, or commercial internet) using bulk encryption via a KG-175 encryptor.

• The system should provide voice/data switching and user interfaces consistent with REDCOM systems in TOC-L.

• Responses are due no later than noon (12pm) Mountain Standard Time (MST), 2 March 2026.

• Responses should be submitted via email and must not exceed 10 pages.

• Key information requested includes: Technical Approach and Design Reuse, Data Rights and Government-Furnished Information, Non-Recurring Engineering (NRE) estimates, Schedule Realism, Integration and Sustainment approach, Cost Efficiency and Lifecycle Considerations, and Relevant Experience.

• Responses can be at the Secret//Collateral level of classification.

• Nongovernmental A&AS support may be utilized in the review process of RFI submissions.
• The government will not pay for any information or administrative costs incurred in response to this RFI.
• Not responding to this RFI does not preclude participation in any future RFP, if issued.
