Set-Aside Rationale
Based on market research, including a Sources Sought notice issued in February 2026, there is a reasonable expectation of receiving offers from at least two responsible 8(a) concerns. Eight firms provided information, with three identified as 8(a) firms. Consequently, the requirement will remain in the 8(a) program, and the solicitation will be issued as an 8(a) competitive set-aside, a determination concurred with by NAVFAC Hawaii’s Office of Small Business Programs.

The solicitation, when available, will be posted on SAM.gov. Proposals shall be submitted using the Procurement Integrated Enterprise Environment (PIEE) Solicitation Application.
