• Physical Security Upgrades (Project 25-0450): Focuses on enhancing physical security in Building FC300. This includes installing two new walls and doors, demolishing an existing door and wall, hardening ductwork, and sealing all penetrations for pipes, cables, and cable trays. The area must be secured with new walls and doors before demolition begins.

Contract Details

• Estimated Cost Range: Between $100,000 and $250,000.
• Contract Completion: 270 days after award.
• Liquidated Damages: $220 per Calendar Day.
• Basis for Award: Lowest Price.
• Bond Requirements: Vary by proposal value: no bonds for less than $35K; payment bond for $35K and greater; bid, payment, and performance bonds for $150K and greater.
• Place of Performance: Building FC300, Camp Lejeune, N.C.

Eligibility & Submission

• Eligibility: Only M&R MACC Contractors listed in the solicitation may submit a proposal. These include T.E. Davis Construction Company, Joyce & Associates Construction, Inc., Olympic Enterprises, Inc., and Quadrant Construction.
• Proposal Due Date: April 27, 2026, 2:00 PM EST.
• Submission Method: Proposals must be submitted via email to edward.e.pelser.civ@us.navy.mil and regenia.d.guest.civ@us.navy.mil.
• Requests for Information (RFIs) Cut-off: August 9, 2026, 3:00 PM EST. (Note: This RFI cut-off date is after the proposal due date; bidders should verify for potential amendments.)
• Proposal Acceptance Period: 60 days from receipt of offers.
• Buy American Act: Requirements apply to construction materials (FAR clause 52.225-9).

Key Deliverables & Requirements

• Submittals: Extensive submittal requirements include Schedule of Prices, Contact Personnel, Construction Schedule, Accident Prevention Plan, Quality Control Plan, Test Reports, Product Data, MSDS, maintenance data, warranty information, and as-built drawings. Submittals must be electronic (CD/DVD).
• Contractor Qualifications: Fabricator and installer must have a minimum of three years documented experience in similar projects.
• Site Conditions: Contractor is responsible for field verification of all measurements. The facility will remain open during the project.
• Environmental: Disposal of materials must comply with Camp Lejeune Sanitary Landfill regulations. Hot Work requires a written permit and fire watch.
• MAXIMO System: Bidders may need to use or populate a form for initial equipment inventory and replacement/update for the MAXIMO system.

Additional Notes

A site visit will be scheduled via amendment. Funding may not be available, and no award will be made if funds are not secured. Offerors will not be reimbursed for proposal costs.
