• Submission Method: Quotes must be emailed to HAX-ProcurementProp-S@bop.gov. A backup email is cehall@bop.gov. Faxed or mailed quotes will not be accepted. A confirmation email will be sent upon receipt of bids.
• Required Documents: A signed SF 1449, including vendor information, must be submitted. Offerors must complete representations and certifications via the Online Representations and Certifications Application (ORCA) per FAR 52.212-3.
• Evaluation Criteria: Award will be made to the responsible offeror(s) whose offer is most advantageous to the Government, considering past performance and price.
• Payment: Electronic Funds Transfer (EFT).

Delivery Requirements

• Palletization: Deliveries must be palletized unless prior arrangements are made.
• Temperature Control: Non-frozen, perishable foods require delivery between 34°F and 40°F. Canned goods must be above 34°F and not frozen. Frozen foods must be 0°F or below. Products showing signs of prior thawing will be refused.
• Inspection: All items are subject to close inspection. Delivery receipt is conditional for up to three days for examination and testing. Items failing to meet specifications will be refused.
• Rejected Items: Conditionally received, unacceptable items must be picked up by the vendor within two days of notification. Items not picked up within two weeks will be disposed of.
• Religious Diet Items: Certified religious diet items must be marked with the Kosher Symbol and comply with BOP National Menu Specifications.
