Purpose

The FEC seeks to understand industry capabilities for securing a commercial vendor to provide comprehensive IT support, ensuring the agency has the necessary software and technology to administer and enforce campaign finance law.
Scope of Work
The required IT support services encompass operating, maintaining, and updating the FEC Applications Branch's systems. This includes managing Java/Apache Tomcat and .Net applications, ensuring the latest software and security patches, and supporting applications deployed in the FEC's AWS cloud environment. Key areas include:
- Application Maintenance: Support for Searchable Legal Applications (FOSERS, FORCES, FRAPS, AODES, SMUR), FEC Disclosure Suite (Administrative Fines, Debt Settlements, etc.), and Reports Analysis Division (RAD) Modules.
- Database Management: Expertise with Oracle and PostgreSQL databases.
- Technology Stack: Extensive use of Java, J2EE, .Net, Oracle, PostgreSQL, Informatica, Crystal Reports, Spring Framework, Angular, RESTful web services, Jenkins, Jira, GitHub, and AWS cloud services.
- Development & Deployment: Adherence to SDLC, Agility best practices, CI/CD pipelines, security scanning (SAST), integration testing, UAT, and change management.
- Performance & Compliance: Meeting defined Service Level Agreements (SLAs) for availability and response times, and compliance with standards such as SOC1, SOC2, ISO, PCI, and FedRAMP.

- Contract Information: Available purchasing schedules (GSA, NASA), recommended contracting strategy, suggested SINs, NAICS Codes, and company status (Small Business, WOSB, SDVOSB, 8(a), HUBZone, etc.), and SAM registration.
- Technical Response: A high-level technical approach, including comments on Attachment 1 (IT Support Services Draft Requirements).
- Related Experience: Description of recent and relevant projects similar to those outlined in Attachment 1.
- Price Estimate: An estimated price to perform the services described in Attachment 1.
