Statement of Work (SOW) / Performance Work Statement (PWS)

This work plan outlines the requirements for construction services to replace the roof on the Bunkhouse at Pelican Island National Wildlife Refuge.

• Uninstall and salvage the existing rooftop photovoltaic (PV) system.

• Perform a full tear-off of the existing asphalt shingle roof assembly to expose the underlying Structural Insulation Panels (SIPs).

• Inspect the roof assembly for leaks, water damage, or other damage, and confirm structural stability and code compliance.

• Remove and patch existing skylights, inspecting surrounding SIPs for damage.

• Provide and install a new, watertight standing seam metal roof (SSMR) assembly compatible with the facility.

• Provide and install a new drainage system, including gutters and downspouts, compatible with the new roofing material.

• Provide and install a new lightning and surge protection system.

• Roofing system must resist wind uplift pressures per ASCE 7 or applicable building codes, validated by FM, UL, or ASTM tests.

• SSMR panels must be formed at the manufacturing plant, with specific material (copper with tin-zinc coating, "Freedom Gray"), thickness (min. 20 oz), and profile (mechanically-seamed, inverted-L, double-lock standing seam).

• Underlayment must be high-temperature, waterproof synthetic compliant with ASTM D970.

• Drip edges and flashing must be copper with tin-zinc coating, min. 20 oz.

• Gutters must be seamless aluminum (min. 0.032-IN thickness, 6-IN top width) with a baked-on factory applied color coating (PVF2 or equivalent).

• Downspouts must be min. 4-IN x 4-IN.

• Lightning protection must comply with Florida Building Code, NFPA 780, UL 96A, NEC.

• Pelican Island National Wildlife Refuge, Vero Beach, FL 32963.

• Salvage PV components at cost savings to the contract.

• Phased roof deconstruction and replacement may be allowed if planned appropriately and does not detract from overall quality.

• No roof airspace ventilation gaps via purlins or other methods.

• Fasteners for roofing must be stainless steel or copper alloy.

• Sealants must be compatible, non-curing, non-skinning butyl-based for concealed locations, and polyurethane/butyl elastomeric for exposed locations.

• Penetrating hardware for lightning protection is not acceptable.

• Mastic seals in the plane of the roof are unacceptable.

Solicitation / RFP / RFQ

This solicitation is for the replacement of the existing asphalt architectural shingle roof assembly with a more resilient, tin/zinc coated copper double-lock standing seam metal roof (SSMR) assembly over the existing structural insulated panel (SIP) roof structure at the Pelican Island National Wildlife Refuge (NWR) Bunkhouse in Vero Beach, FL. The building will be unoccupied during the work.

• Replacement of the existing roof with a specified metal roofing system.
